Head, Government Affairs & Advocacy
Organizational: Amgen’s global footprint continues to expand as part of its overall growth strategy. This position is to lead both our government affairs strategies and our advocacy efforts in China. This individual will be located in Beijing/Shanghai at the Amgen Asia office and will report to the VA&P Director.
Key Responsibilities:
Government Affairs
- Lead Government Affairs strategy in China, and develop Amgen’s long-term government affairs vision.
- Support development and implementation of Government Affairs Plans to optimize and defend market access, shape policy environment, and position Amgen as the government’s biotech partner of choice.
- Collaborate with VA&P Director to ensure the government affairs strategy supports the access and reimbursement plans for Amgen’s products, and ensure advocacy strategies are included in Access/Brand Plans.
- Develop coordinated strategy on policy and advocacy efforts to shape biologics and biosimilar regulatory issues, build Amgen’s reputation, and raise awareness about Amgen’s biotech innovation.
- Actively participate to shape industry strategy.
Advocacy
- Coordinate, develop and drive China Advocacy strategy and planning across TA areas
- Ensuring consistency within China strategy and activities across brands
- Ensuring alignment, coordination, efficiency between brand teams
- Ensuring alignment with Corporate-wide advocacy efforts and strategies
- Drive development and rollout of Franchise/Brand strategic objectives motivating strong external support and advocacy for:
- Disease awareness
- Burden of illness messages (real life patient experience)
- Need for access to innovative products
- Improved product access
- Evidenced based guidelines
- Look for synergies and opportunities to partner with Amgen’s Global and Regional Advocacy Teams, including best practice sharing
- Work with internal partners to ensure all work products meet Amgen legal, regulatory, and compliance standards
Basic Qualifications:
- Bachelor’s degree above with 8 years of government affairs/policy related experience
Preferred Qualifications and Competencies:
- More than 8 years of experience in biopharmaceutical sector and government relations. Competence or familiarity with policy issues relating to HTA/reimbursement and Biosimilars is a significant advantage.
- Strong communication and interpersonal skills
- Skilled at working with business leaders to determine how the government affairs function can promote business objectives.
- Outstanding ability to build relationships and use influence effectively in a variety of settings, both within the company and with external constituencies, including public officials, trade associations and other relevant parties.
- Possess the strong interpersonal acumen that is necessary to deal with a broad range of individuals, backgrounds, and perspectives in a collaborative, strategic, and consensus-driven manner.
- Outstanding communication skills and the ability to convey in a clear and compelling manner important messages to different parties with different interests.
- Skilled at advocacy, influence and persuasion: able to convince others to act on information or recommendations based on compelling logic or common best interests
