The Head of Technology Centre (HoTC) is a leadership role accountable for the success and management of technology services delivery including, but not exclusively, software development and testing, and IT support services for AIA Singapore (SG).

Reporting directly to the Chief Technology Officer (CTO) of AIA SG, and managing a team of IT specialists and technical leaders, the HoTC will work closely with the various Heads of Applications Development and other members of the Technology Management team in AIA SG in order to successfully deliver software and IT services that meet user needs and that is keeping with our business objectives in the insurance industry.

The initial and primary focus of the HoTC will be to ensure effective recruitment of staff in order to build up a strong foundational technical team. Subsequently and after achieving a critical mass of resources, the focus will incorporate establishing a cost-effective and dependable development centre. This role will then also be responsible for the creation and delivery of the strategic, software development and IT services vision and leadership, and all aspects of the technology centre operation.

1. Technology Services Delivery 

  • In the initial phase, recruit and build up a strong foundational technical team that effectively provides development and testing resources and support to the project needs of AIA SG 

  • Develop and direct a strategic technology services delivery vision for the centre, after achieving resource critical masses 

  • Collaborate with technology stakeholders in AIA SG to successfully deliver software and IT services 

  • Lead and manage development and IT teams to deliver software and IT services that meet the needs of users 

  • Accountable for the on time and to quality delivery of software development projects and IT services 

  • Implement mechanisms to monitor, manage and provide progress on service activities 

  • Create, implement and maintain a continuous improvement plan for software development and IT services 

  • Work with the appropriate functions and departments in the centre to successfully deliver business objectives and outcomes 

  • In conjunction with the centre's systems manager, define and maintain the IT technology strategy and infrastructure plan to support the delivery operations 

  • Review and apply said best practices to establish architecture and frameworks consistent with and supportive of the Technology Strategy 

  • Ensure that technology standards and best practices are maintained across the organization 

  • Identify and implement technology trends that will be able to support the future success of the business 

  • Collaborate with the appropriate functions and users to evaluate and identify technology platforms for delivering company’s products and services 

  • Understand the use cases (and/or user stories) in order to oversee the design of the products to be built 

  • Ensure delivery consistent with Agile processes across the teams 

  • Work effectively with Product Managers/Product Owners to ensure delivery against agreed priorities 

 

2. Communication and Information 

  • Responsible for own work planning against objectives set in agreement with the CTO 

  • Report to and meet with the CTO at a minimum of once per month 

  • Communicate and ensure engagement of technology centre strategies internally and within the AIA SG technology community 

  • As necessary, participate in and co-ordinate the software development activities of technology centre 

  • Promote the technology centre and its business objectives within the AIA SG technology community 

  • Ensure effective internal communications both within the development and services team and across the organization 

 

3. Financial Management 

  • Accountable and responsible for effective financial budgeting, planning and monitoring of the development and services teams 

  • Provide monthly information to enable the creation of financial results and forecasts for the above teams 

 

4. Staffing and Management of Resources 

  • Implement strategies to effectively recruit, develop and retain the best and most relevant talents and skills 

  • Ensure that the skills and experience of Software Development and IT Services teams are consistent with its scientific, technological and business needs for providing quality in present and future services 

  • Establish clear organizational structures and succession plans aligned with appropriate responsibilities, accountabilities and personal development for all Software Development and IT Services staff in line with any anticipated growth 

  • Partner with HR in hiring and to provide support for all staff in keeping with the AIA Values 

  • Coach and mentor team managers and leads to implement best practices to motivate and organize their teams 

  • Encourage software and IT staff to represent the AIA brand at conferences and meetings to continuously grow the reputation of the organization 

 

 

5. Others 

  • Comply with all relevant company policies and procedures 

  • Undertake additional tasks and responsibilities as may be reasonably expected of the role and as necessary in order to achieve the objectives of the Software and IT teams and AIA SG goals.
