Job Description
Main DUTIES

Oversee Human Resources programmes, including recruiting/employment, compensation, benefits, employee relations, recognition programmes, and training programmes, to ensure policy compliance for village team members. Build and promote a positive team culture while ensuring our guests’ experience is unique and brings the brand to life. Coach and counsel CDV and leadership team on all people related issues

Manage village Operations and other relative challenges for pre-opening and opening.

DUTIES AND RESPONSIBILITIES:
PRE-OPENING

Internal Responsibilities:

• Develop the HR Critical Path and Roadmap with the information from Corporate HR, Operation and Project team;
• Review the staffing guide from Corporate Office and revise the staffing according to the real situation of the village, and propose to Corporate HR and Operation for approval;
• Finish the local labour market salary and benefit survey and submit to Corporate HR for reference and confirm the local salary and benefit standards;
• Draft the GO & GE onboarding plan with the instruction from Corporate HR, Operation and Project team and compile the pre-opening budget HR part accordingly;
• Assist to search GO position candidates and referred to Corporate HR for Interview and assignment;
• Develop local contract template;
• Review local policies and revise GO & GE Handbook;
• Develop the village HR P&P;
• Source for GO and GE lodging, meals and transfer;
• Compile the HR related OSE list as per the Corporate standard;
• Design Pre-opening training plan;
• Search and set up the pre-opening office;
• Lead the mass recruitment at the village city to ensure the sufficient GEs for pre-opening and operating;
• Liaise with Club Med UDT, designed the Key GE, Key GO and Key RDS programme;
• Other tasks related to the resort that assigned by Corporate;

External Responsibilities:

• Liaise with the related local authorities to clarify the polices and process for the work permit, performance visa and residence permit of foreign GOs;
• Liaise with the local Labour Bureau to clarify the polices and process of irregular working hours system, comprehensive working hours system, labour contract, social security and housing fund;
• Lead the cooperation with the local schools, promote the company brand and ensure sufficient interns for the resort opening and operating;
• Search the outsource supplier for the services (laundry, public area, gardener, etc.) before the SPM onboard;
• Assist to apply the related licenses before General Affairs Manager onboard;
• Liaise with local community and attend the activities to deploy the Club Med Foundation concept;
• Other tasks that link to local authorities, community, schools and agencies.

Operating

• Financial Returns:

• Assist in the creation of and work within the established Human Resources department budget.
• Monitor staffing and labour standards to manage costs.
• Mitigate financial risks associated with employee relations issues.
• Identify and analyse local compensation and benefits practices to ensure financial competitiveness.

People:

• Direct day-to-day activities, plan and assign work, and establish performance and development goals for team members. Provide mentoring, coaching and regular feedback to help manage conflict, improve team member performance, and recognize good performance.
• Educate, train and motivate GOs & GEs while ensuring they have the information, market data, tools and equipment to successfully carry out job duties.
• Conduct new team member orientation by providing information on village or company standards, policies, procedures and team member benefit programmes.
• Ensure that village or company hiring standards and governmental regulations are followed in a timely manner for recruiting and selection processes.
• Plan and assign work of the Human Resources staff. Recommend and/or initiate salary, disciplinary, or other staffing/human resources-related actions in accordance with village or company rules and policies.
• Direct day-to-day activities, plan and assign work, and establish performance and development goals for team members. Provide mentoring, coaching and regular feedback to help manage conflict, improve team member performance, and recognise good performance.
• Educate, train and motivate GOs & GEs while ensuring they have the information, market data, tools and equipment to successfully carry out job duties.
• Promote teamwork and quality service through daily communication and coordination with key department heads.

Guest Experience:

• Recommend and implement guest service strategies that engage colleagues to respond to changing guest needs.
• Stay current on market trends and local changes that impact guest satisfaction.
• Work with department managers to develop initiatives to achieve service behaviour standards and drive continuous improvement in the guest experience.
• Ensure highest level of guest satisfaction by providing quality guest services and amenities.

Responsible Business:

• Develop awareness and reputation of the village and the brand in the local community and promote team member involvement in local community.
• Ensure compliance with relevant employment laws and village or company policies and procedures.
• Research and investigate all workplace issues to discover facts, identify potential risks to the village or company, and facilitate resolution through your employee relations programmes.
• Collect and maintain data from exit interviews, turnover statistics,absenteeism reports to identify trends, training needs, and supervisory issues.
• In a union environment, may manage labour relations and represent the village in grievances, mediations, arbitrations, and contract negotiation.
• Ensure a safe and secure environment for guests, team members and village assets in compliance with owners’ policies and procedures and regulatory requirements. Maintain relations with outside contacts.

Perform other duties as assigned. May also serve as manager on duty.

ACCOUNTABILITY:

This is the top Human Resources job in a large full-service, luxury, resort, or major flagship village with extensive facilities and services, a number of major outlets, and catering and convention facilities. Typically manages multiple Human Resources professionals and/or administrative staff.


QUALIFICATIONS AND REQUIREMENTS:

Bachelor’s degree / higher education qualification / equivalent plus 4 years of related experience in Human Resources. Some supervisory experience also preferred. Professional HR designation preferred. Ability to maintain confidentiality to the extent possible in all Human Resources-related matters. Must speak local language(s). Other languages preferred.
