?Plans, organizes and directs all aspects of the human resource functions of the Hospital in employment, compensation, employee relations and performance review. Oversees all hospital training activities.
?Participates in developing hospital wide goals and objectives
?Formulates and develops general personnel policies and procedures
?Manages and integrates various functions of the department including employment, compensation, benefits, employee relations and training
?Evaluates changing demographics, legal and technical development in the field and develops new programs to meet the hospital’s needs
?Reviews departmental performance in relation to established goals and objectives
?Ensures compliance with regulatory and legal requirements
?Evaluates performance of staff to ensure quality of service and technical expertise of personnel
?Reviews personnel actions including merit increases, promotions, transfers and disciplinary actions.
?Develops department budget for staffing and capital expenses. Ensures that department operates within allocated funds.
?Provides management assistance to all supervisory personnel, assisting them in performing personnel management activities. Monitors employee turnover.
?Attends a variety of administrative meetings to make policy decisions. Identify and seek solutions to complex personnel issues and problems
?Maintains strictest confidentiality
?Maintains department statistics for administrative and regulator purposes
?Participates in professional development activities and maintains professional affiliations
?Oversees training management and training operations.
?Ensures compliance with training policy and procedures to maintain a highly competent workforce.
?Performs related work as required.
任职资格:
?Bachelor degree or above
?Over 10 years working experience in HR field
?Minimum 3 years previous management role in an HR environment preferred
?Previous work experience in a bilingual, (English and Chinese) service oriented setting
?English & Chinese language ability
?Skill in exercising a high degree of initiative, judgment, discretion, and decision-making to achieve organizational objectives
?Skill in evaluating organizational operations as they relate to policies, goals and objectives, costs, and staffing levels
?Ability to delegate responsibility and authority to staff
?Skill in establishing and maintaining effective working relationships with employees and the public.
