Job Purpose:

As the HSE leader of POD1 Plant Polyols Production Units Revamp Project HSE team, be responsible for all HSE for the project and provide professional assistance to the project team, especially to the site construction management team. The HSE leader shall also report HSE matters and statistics to the Project Manager and other project stakeholders. The HSE leader will also be the focal point to the external HSE organizations and authorities.

Job Dimensions:

1.Manage the overall HSE, especially the field HSE for POD1 Plant Polyols Production Units Revamp Project and other relevant projects.

2.Direct Report – at least 2 HSE Supervisors 3.Coach about 5-8 HSE managers of contractors. 4.More than 150 contractors at peak time of field construction.

Principal Accountabilities:

1.Manage the project HSE team.

2.Define the HSE policy, plan, codes and standards and establish project HSE plan in accordance with CSPC’s HSSE Management System.

3.Develop emergency response plan and execute the plan

4.Develop construction HSE plan and HSE procedures

5.Coordinate & attend government permit approval with CSPC relevant department.

6.Organize, review & approve HSE manuals, procedures and method statements from contractors.

7.Ensure that all contractors’ Safety Program meets all required as per the contracts.

8.Prepare construction HSE audit plan and conduct the audit as per the plan

9.Lead incident investigation and report out for the project, and implement corrective action

10.Report the project HSE status (manhours, incident & accident statistics)

Qualifications:

1.Educational background: Bachelor degree in engineering;

2.At least 10 years multi project working experiences in the area of HSE management. Experience in an international JV project is an advantage.

3.Work experience as a senior/lead HSE engineer for more than 4 years in brownfield oil, gas and petrochemical and/or chemical projects.

4.Experience with CSPC system and process is an added advantage.

5.Language proficiency: Fluent in spoken and written English and Mandarin.

6.PC skills: knowledge in Microsoft office
