Job Purpose: To ensure the best practices and principles of Health, Safety & Environmental (HSE) are being upheld for life safety, workplace quality plus guest experience and sustainable development. To implement and monitor HSE programs and training for Wynn properties and projects. Ensure all work adheres to Wynn HSE requirements, applicable international standards and all local authority requirements. Assist to develop, review and implement all Wynn HSE Policies & Procedures (P&Ps) and training programs as required.

Key Responsibilities

• Ensure a safe workplace environment without risk to Life Safety, Health and Environment.
• Responsible to ensure all Team Members and Third Parties working for Wynn understand, acknowledge and are updated on all Wynn HSE requirements plus compliance with all local and international authorities as applicable.
• Arrange and disseminate safety materials and signage in respect to Wynn Safe Work Practices, Policies & Procedures (P&Ps) plus internally promote HSE principles by managing Facilities’ noticeboards.
• Develop and implement an HSE Safety Committee program to communicate and foster HSE P&Ps and Safe Working best practices with representatives from Facilities and all other departments.
• Review and approve all PTWs (Permit-to-work) from a safety & work standard aspects.
• Develop and maintain the online safety induction exam system and arrange WP Safety Induction briefings plus issuing of Site Safety Cards as required
• Work closely with related government bureaus and local authorities on HSE matters, e.g. Labour Affairs Bureau (DSAL). Arrange DSAL safety classes for Team Members and liaise with DSAL in maintaining the Macao Occupational Safety & Health (OS&H) Charter.
• Conduct regular site inspections, safety audits and hazard assessments on all work locations to ensure compliance with all P&Ps and Standard Operating Procedures (SPOs). Report on any violation of Wynn safety rules inc. implementing, follow up, remedial and disciplinary actions with contractors/internal team managers as needed.
• Prepare regular reports on HSE violations, incidents and accidents plus training records. Initiate improvement proposals & plans to ED & VP – Facilities so that the principles of customer focus, safety environment and quality-oriented P&Ps are being upheld and updated regularly.
• Respond to and advise on all HSE related enquiries and requests as required.
• Any other duties and responsibilities as assigned by the Executive Director - Facilities.

Competencies and Requirements
Experience: Minimum 3 years teaching or 1-year supervisory experience in Health/ Safety/ Environmental and/or construction safety field, etc.
Knowledge/Certificates: Knowledge of OSHA general industry and/or construction standards and related authority statutes, regulations or local ordinances.
Education: Bachelor’s degree or above in training, safety or facility management discipline and/or IRCA certified OHSAS 18001 OHS auditor or related certificate holders.
Language Abilities: Good Cantonese, Mandarin and English
Computer Skills: Proficient in MS Office
