The university was founded in 1958. It is a university of undergraduate course, which was approved by the state Ministry of Education and governed by the provincial government of Hunan.
 
The university covers an area of 1,703 mu and the total building area amounts to 420,000 square meters. The library of the university has a collection of 1,350,000 volumes. The total value of the teaching facilities amounts to 76,150,000 Yuan. The university has 21 well-equipped laboratories of various types, including 1 provincial level demonstration laboratory of elementary course, 186 bases of education and production practice. Besides, a modern high-speed campus network has already been constructed.
 
Currently, the university has over 15,100 full-time students. And it has 795 full-time teachers, of whom, 80 are holders of senior technical titles and 326 are associate senior technical titles; 21 are doctors and 303 are masters. Besides, 11 experts can enjoy the special government allowance of the state council. This university has also employed 40 famous domestic experts and scholars to work as visiting professors.
 
The university now has 13 departments and one center. It offers 43 undergraduate programs covering 9 branches of learning. At present, it has 3 characteristic majors of the ministry of education. And it has 6 characteristic majors of Hunan Province, 3 provincial research bases of social sciences, 13 research institutes of various types, etc.
