What you will do
You will lead the JAPAC Regional Talent Acquisition Center of Excellence. Working through the team to deliver high quality, high impact service to clients, candidates and stakeholders, you will ensure that Amgen hires the best, diverse talent in an efficient, cost-effective manner.
Your scope of responsibilities will include:
Talent Acquisition Service Excellence
- Analyze internal and external current TA practices to define areas for improvement and to ensure powerful TA practices within JAPAC.
- Build and implement a strategic service delivery plan that ensures Amgen attracts and hires best, diverse talent for its business needs in an efficient, cost effective and high-quality way
- Define and evaluate the right service measures of success that ensure quality decision making and continuous service improvement
- Partner with regional HR and Finance Leads on headcount management and resource planning
- Create resource and business plans to ensure high quality, impactful service delivery
- Serve as key member of Global TA Leadership team and JAPAC Regional Leadership team. Partner on defining and implementing global TA strategies
- Keep abreast of industry trends, innovates and ensures continuous service improvement
- Lead a service delivery model that includes internal recruiters, external agencies and an RPO model
Team Leadership
- Provides guidance to Talent Acquisition Managers and Recruiters in the JAPAC region to ensure team performance is optimized and staff are fully engaged in Amgen’s mission, values and direction
- Create annual and multi-year plans to both assess and build the team’s capability to attract and hire best talent
- Ensures team’s growth and development of business/ role relevant capabilities
Ensure Talent Readiness
- Partners with Talent Management to build and implement the infrastructure that ensures Amgen assesses and builds diverse talent pipelines for key roles & capabilities
- Leverages Talent Scouts, the TA team, TM and HR to build talent pipelines/pools
- Craft and implements an annual plan to ensure that hiring managers and HR stakeholders have the latest and most impactful knowledge and skills to hire the best talent for Amgen

- Ability to manage a function including resource management and forecasting
- Demonstrated service management experience
- Mentoring and leading teams
- Expertise in dealing with client issues and problem solving
- High impact presentation skills
- Managing projects or service delivery across a matrixed organization
- Ability to use data to tell a story and manage a team/capability
Basic qualifications
Doctorate degree and 2 years of Talent Acquisition experience
Or
Master’s degree and 4 years of Talent Acquisition experience
Or
Bachelor’s degree and 6 years of Talent Acquisition experience
Or
Associate’s degree and 10 years of Talent Acquisition experience
Or
High school diploma / GED and 12 years of Talent Acquisition experience
Additional experiences/skills are required
- Fluency in English is a requirement
- 2+ years experience managing centralized Talent Acquisition services
Preferred requirements:
- MS Excel and PowerPoint skills
- Organisational design experience
- Demonstrated people management experience
- Highly organized through prioritizing multiple day to day tasks in a fast-paced environment
- Ability to use market intelligence and other data sources to help define effective sourcing strategies
- Broader HR experience in HR Generalist or COE roles (e.g., HRBP or Talent Management)
- Previous experience working in the pharmaceutical/biotechnology industry ideal
