Position Purpose

The CIO Office is a transversal team supporting and reporting on the CIB CIO activities in APAC.

The main responsibilities are:
- To coordinate the yearly forecast and budget exercise across APAC
- To monitor closely the expenses and recruitments against the budget
- To track the Project Portfolio KPIs and highlight any project at risk, delayed or over-budget
- To monitor and track Operational Risk for CIB IT in APAC
- To support the Management in preparation of steering committee documents and manage overall governance (local, regional and global)
- To ensure usage of appropriate tools and processes within the department
- To liaise with the relevant teams to improve overall efficiency and communication


Key Missions

 

Project Portfolio Management (PPM)


- Monitor the Project Portfolio KPIs to ensure Management can take decision on a timely manner and with relevant information on hand:
Financial (actuals, budget, headcount, saving)
Progress, milestones, deliverables
Risk and issues
- Secure the usage of the project management tool for APAC ITO CB scope:
Create and baseline projects in Clarity
Maintain accuracy of the database by implementing specific controls and performing them on a regular basis
Provide support to the users
Automate the reports and portfolio presentation

Operational Risk


- Ensure that IT Risks are well managed and remediated timely (e.g. no overdue security exceptions and acceptances)
- Audit & IT OPC contact point - Take lead to support all internal and external audit engagements
- Technology Risk Management
- Security vulnerabilities


Forecast/Budget Exercise


- Coordinate the implementation of the new budget tool with Head Office and the region
- Plan and execute the yearly forecast and budget exercise
- Control that Forecast and Actuals are consistent with all commitment taken
- Participate in the preparation of presentations to Management with consolidated figures
- Help in coordination and communication with all stakeholders throughout the exercise, especially with regional Performance Management, CIB IT Managers, ISPL and ITIP 


Asset Management


- Liaise with Regional Performance Management team to improve the reporting on existing assets and work-in-progress assets (not yet capitalized)
- Analyse the reporting to assess P&L and Cash impact based on assets pipeline
- Assist in Management decision

Presentations and Steering Committees


- Maintain the committees’ calendar up-to-date to anticipate the preparation workload
- Participate in collection, preparation, distribution of presentations and minutes of meeting recording for committees as and when required

Vendor Management


- Liaise with Regional Procurement team to improve the contract management process (workflow, tools, templates, approval thresholds, roles & responsibilities, etc.)
- Liaise with Regional Account Payable team to improve the invoice management process (workflow, tools, templates, approval thresholds, roles & responsibilities, etc.)
- Clarify both processes with APAC CIB IT Managers and Vendors; and coordinate with them when necessary
- Ensure that all commitment taken are within the approved budget envelop and provide monthly analysis on the spending
- Check and validate internal invoices for Operations Offshoring in ISPL, Regional and Head Office support; as well as external invoices from Vendors and Consultants
- Communicate to Asia Pacific COOs the invoice details and provide support to their questions.

Competencies (Technical / Behavioural)


- Familiar with budgeting processes
- Strong Finance / accounting notions
- Team management track record
- Rigorous, good at problem solving
- Excellent communication skills
- Good knowledge of Project Management and Project Portfolio Management; previous usage of Clarity or BO would be an advantage
- Proficient in Excel and PowerPoint, VBA and ThinkCell is a plus
- Be able to work independently and under minimal supervision
- Be able to work under pressure during certain period of time
- Be proactive and put forward ideas for improving existing documents, reports, systems usage, processes, etc.
- Provide excellence in terms of quality of deliveries and quality of Service


Specific Qualifications Required

- Degree or Master Degree
- Minimum of 5 years’ experience in Operational Risk, PMO function, Financial audit applied to technology
- Experience in multi-cultural environment

- Previous experience in Banking industry would be a plus.
- Speaking French is a plus
