Role and Responsibilities 

• Formulate and implement IT strategy to support the Institute's strategic range plans.
• Define and plan the direction of the overall digital strategy and roadmap to continuously improve the digital capability, platforms and user experience of the Institute.
• Manage and execute strategic IT initiatives, including the digital transformation projects and process / efficiency reviews, to ensure that the goals of the Institute are met and the project KPIs are achieved.
• Manage IT resources including staff members, development of applications, infrastructure, and helpdesk to meet the strategic and operational requirements as well as the needs of user departments.
• Develop and maintain business relationships with stakeholders and vendors to accomplish IT objectives and meet agreed service level.
• Review internal business and IT operation process to ensure to high standards of data protection, information security.
• Plan, define priorities and manage the capital and operating budgets for IT department.
• Ensure IT policies and practices are in compliance with the Institute's policies and standards
• Identify business / process improvements leveraging innovative information technology solutions.

Qualifications and Required Attributes 

• Degree holder in Information Technology/ Computer Science or related discipline
• Minimum 15 years' relevant experience in multinational or sizeable organizations  
• Strong analytical skills and project management skills
• Solid experience in managing all aspects of IT operation in a fully integrated environment, preferably with customer relationship management (CRM) system and digital transformation.
• Strong leadership skills, result-oriented, resourceful, proactive, able to multi-task with high adaptability
• Excellent communication and interpersonal skills
• Good command of both written and spoken English and Chinese
