Role summary:

  • The China Finance Healthcare Payment Review Manager is responsible for leading the Amgen China payment review for Healthcare Professional (HCP) and Healthcare Organization (HCO) related payments and is reporting into the China Financial Risk Management Lead.

 Key Responsibilities:

  • Leads China’s payment review activities across all legal entities including but not limited to Healthcare Professional (HCP)Healthcare Organization (HCO) related payment review.
  • Oversees and executes day-to-day payment reviews efficiently and effectively. Manages team and ensures that the work is completed within the specified lead-time and quality.
  • Ensures that all reviewed and released payments adhere strictly to corporate and local policies, accounting practices, compliance guidebook, applicable local laws and ethical business practices. Ensures smooth month-end, quarter-end and year-end closing for the payment review.
  • Documents reviews and manages findings timely according to corporate and local policies, accounting practices, compliance guidebook, applicable local laws and ethical business practices. Escalates identified findings if needed.
  • Timely updates and maintains the payment review checklist in close partnership with Compliance. Trains and educates payment review members about newly updated policy/checkpoint/follow up procedures. Ensures all members understand the procedures and deliver standardized checking.
  • Leads the regular Payment Review Catch Up meeting.
  • Ensures that monthly payment dashboard and KPI reports are prepared to monitor the effectivity and efficiency of the payment review process. Identified improvement areas are proactively followed-up and mitigated.  
  • Supports external and internal financial audits and investigations. Performs timely written report to Investigation team when necessary.
  • Works with key business and functional leaders and their staff to ensure business objectives are met
  • Proactively advises Financial Risk Management Lead, contract-to-pay and business partners on potential risks and driving process enhancements.

Must have Qualifications:

  • 8+ years aggregate experience in different functions in Finance with focus on compliance and finance payment review, and process excellence, thereof 3+ years leadership experience
  • With compliance experience in pharmaceutical industry. Capable of identifying potential compliance risks and handling basic compliance inquiries independently.
  • Proficient and proven successful track record in finance payment review and project management with good understanding of process enhancement
  • MNC China experience
  • University degree in Finance (specialized in controlling, accounting, consolidation)
  • Fluency in English and Mandarin, both in oral and written communication
  • Excellent user of Office Programs as Word, Excel, PowerPoint and SAP

Preferred Qualifications:

  • CPA
  • Big 4 experience
  • MBA from leading international business school
  • International and business finance work experience
  • Working in matrix organization of MNC ideally with US Headquarters
  • MNC China experience in commercial arm of pharmaceutical or biotechnology industry

Professional Competencies:

  • Experienced finance/compliance payment review and accounting professional who is used to work in a fast-paced environment
  • Excellent work ethics. Having compliance and control environment in the top of mind and addressing risks proactively as priority.
  • Working in sufficient level of detail in a lean organization to guide stakeholders and detect risks while being pragmatic when possible and within internal guidelines  
  • Having good interpersonal skills and the ability on self-motivation and to work in a team-oriented environment
  • Possessing excellent written, presentation and communication skills to work with all levels of staff and management
  • Good project management skills
