Job Description
Strategically manage Human Resources for ETS JV Plant to maximize the organization's potential. Responsible for all human resources activities and safety initiatives. Provide leadership that fosters team progress and drives business strategy in accordance with objectives.

KEY ROLES AND RESPONSIBILITIES

  • Develop and implement an HR Strategy for the facility.
  • Develop, implement and maintain effective best practices in Recruitment and Selection systems, Compensation and Rewards, Training and Development, and Health and Safety programs.
  • Ensure HR systems, policies and practices are developed, implemented and effectively communicated and ensure consistency in interpretation and application of policies.
  • Champion change to create the "right organizational "culture.
  • Develop a Communication Strategy that supports the plant objectives and provides for open and effective communication across all functions and levels of the organization and enhances two-way communication.
  • Manage employee relations issues to ensure satisfied and highly motivated employees and an environment that promotes trust, commitment and respect in line with BW beliefs.
  • Develop, implement and maintain departmental budgets, including long-range financial plan that complements the business strategy and goals of the organization; manage the salaried and hourly headcount budget.
  • Ensure compliance with the appropriate BorgWarner and statutory requirements. Reduce the company’s exposure to legal or financial claims from internal and external sources.
  • Direct the plant security and the health, safety, environmental and wellness strategy to improve employee well-being and to reduce employees' health, medical and worker's compensation costs..
  • Implement and administer the HRIS including all employment data, payroll systems and benefit plan administration.
  • Effectively implement the BorgWarner Organization Review process. Work with management to identify High Potential employees and formulate a succession plan for key positions. Ensure performance management, succession and employee development plans are implemented and maintained within all levels of the organization.
  • Promote and support work force diversity.
  • Collaborate with HR Teams located in various plants within China as well as Globally, and participate in daily as well as strategic planning of HR functions.
  • Plan special events and represent the Company at community events and activities.

    Safety Requirement:

  • This position will adhere to Global Star Safety Program, including safety rules, practices and training as outlined in the BorgWarner Safety Policy Manual, which includes the use of equipment, protective devices, or clothing that the employer requires. This individual will work in manners that stress the importance of preventing accidents and illnesses. He/she must take every precaution reasonable in the given circumstance for the protection of themselves and coworkers. In addition, he/she is responsible for reporting all injuries and/or possible dangerous situations, incidents, or occurrences to the immediate supervisor.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in human resources or psychology or business (Master is preferred)
  • At least 10 years working experience and more than 5 years managerial experience in HR
  • Proven and demonstrated HR knowledge and accomplishments
  • A leader and team player with good interpersonal skills
  • Ability to manage multiple assignments
  • Good communication skill
  • Labor Law knowledge
  • Knowledge with TS 16949
