Purpose and background:

Huqooq-e-Pakistan (Promotion of Human Rights in Pakistan) is a Project funded by the European Union (EU) for the capacity enhancement and institutional reform of governmental human rights departments and institutions in Pakistan. The Federal Ministry of Human Rights (MoHR) and Balochistan Judicial Academy (BJA) signed a Letter of Intent in September 2020 to lay the groundwork for the Huqooq-e-Pakistan Project to design and deliver a human rights training program for judicial officers of the Balochistan High Court and Public Prosecutors of the Balochistan Prosecution Department The Huqooq-e-Pakistan Project Team is seeking a Senior Human Rights & Criminal Justice Expert to work under the supervision of Key Expert 3 (Senior Training & Capacity Development Expert) to develop and execute a training programme for judges and Public Prosecutors in Balochistan.

The objective of the training is to increase understanding of human rights protections among judges and public prosecutors and to facilitate the incorporation of human rights standards within the administration of the criminal justice system. 

Key Functions:

The Project Team intends to engage a Senior Non-Key Expert (Human Rights & Criminal Justice) to design and implement a training program for Balochistan judiciary and public prosecutors. Under the supervision of Key Expert 3 (Training & Capacity Development Expert), the Senior Non-Key Expert (Human Rights & Criminal Justice) will be performing the following tasks:

  • Kick off meeting with all concerned stakeholders.
  • Conduct a content analysis of existing training materials of Balochistan Judicial Academy and Balochistan Prosecution Department.  
  • Based on the materials developed by HeP for the Sindh Judicial Academy & Sindh Prosecution, develop a Training Manual for Balochistan Judiciary and Public Prosecutors to facilitate the delivery of training areas provided in Annexure A.
  • Based on the materials developed by HeP for the Sindh Judicial Academy & Sindh Prosecution, design Training Modules for Balochistan Judiciary and Prosecutors in consultation with the project team (topic areas have been provided in the annexure).
  • Based on the materials developed by HeP for the Sindh Judicial Academy & Sindh Prosecution design a Training Tool Kit for Balochistan Judiciary and Public Prosecutors.
  • Based on the materials developed by HeP for the Sindh Judicial Academy & Sindh Prosecution , prepare Training Curricula for Balochistan Judiciary and Prosecutors.
  • Develop appropriate tools for assessing training impact in consultation with the Project Team.
  • Develop a Training Timetable and secure approvals from Balochistan Judicial Academy, Balochistan High Court and Balochistan Prosecution Department. Ensure that all necessary administrative procedures are complied with.
  • Coordinate with the Balochistan Judicial Academy and Prosecution Department Balochistan to identify and nominate judges and public prosecutors to attend the trainings.
  • Supervise the work of Junior Non-Key Expert (Human Rights & Criminal Justice)
  • Arrange all necessary logistic arrangements for trainings including coordination with the nominated participants, printing of training material, arranging training venue, food and refreshments, boarding and lodging of the participants etc. (expectations for logistics to be prior agreed with the project team).
  • Deliver 7 three-day training to Balochistan Judiciary and 6 three-day training to Balochistan Prosecution as per the pre-approved schedule (39 training days).
  • Design and print certificates to all the participants.
  • Conduct pre- and post-training assessments, collate data and assess the effectiveness of trainings.
  • Draft training impact reports all trainings conducted for judges and public prosecutors.
  • Ensure incorporation of Training Programme within Balochistan Judicial Academy Curriculum.
  • Draft and submit a training completion report.
  • Conduct a closing meeting with key stakeholders.
  • Any other related task as deemed necessary.

Required Skills and Experience

  • Master’s Degree in Law/Human Rights Law/Public Administration/Social Sciences or other relevant field.
  • At least 07 years of relevant professional experience practicing law in the high courts of Pakistan (preference shall be given to candidates with specific practice in the Sindh High Court) in research, analysis and training related to Human Rights and the criminal justice system in Pakistan
  • At least 5 years of legal experience and a proven understanding of the criminal justice system in Pakistan
  • At least 4 years of experience in the design of human rights training, including the development of manuals, toolkits, curricula and assessment tools
  • Proven knowledge of the international human rights standards in the administration of justice as well as human rights protections in Pakistani law
  • Appreciation of diplomatic and political sensitivities
  • Proven report-writing skills
  • Ability to work under pressure and to meet strict deadlines
  • Proficiency in written and oral English language
  • Excellent social and networking skills
  • Fluency in both English and Urdu is required. Knowledge of a Pakistani regional language would be an asset
