Purpose and background:

Huqooq-e-Pakistan (Promotion of Human Rights in Pakistan) is a Project funded by the European Union (EU) for the capacity enhancement and institutional reform of governmental human rights departments / organisations in Pakistan. The Federal Ministry of Human Rights (MoHR) has entered into a Memorandum of Understanding with the Sindh Judicial Academy (SJA) on 26th April 2019. The objective of the MoU is to provide human rights awareness and sensitization training to lower court judges deployed in Sindh. Project Team intends to engage a Senior Non-Key Expert (Human Rights & Criminal Justice) to design a training program for Sindh judiciary and public prosecutors, and to implement the training program for Sindh judiciary.

The objective of the training is to increase understanding of human rights protections among judges and public prosecutors and to facilitate the incorporation of human rights standards within the administration of the criminal justice system. 

Key Functions:

Under the supervision of Key Expert 3 (Training & Capacity Development Expert) and Senior Non-Key Expert (HR and Criminal Justice), the Junior Non-Key Expert (Human Rights & Criminal Justice) will be performing the following tasks:

  • Kick off meeting with all concerned stakeholders.
  • Review training material developed by H-e-P for Sindh Judiciary and Public Prosecutors.
  • Assist Senior Non-Key Expert in organising and delivering 10 three-day training sessions for judges at Sindh Judicial Academy.
  • Assist Senior Non-Key Expert in organising and delivering 12 three-day training sessions for public prosecutors.
  • Assist Senior Non-Key Expert in conducting pre- and post-training assessments.
  • Contribute to the development of training reports.
  • Conduct a closing meeting with key stakeholders.
  • Any other related task as deemed necessary.

Required Skills and Experience

  • Master’s Degree in Law/Human Rights Law/Public Administration/Social Sciences or other relevant field.
  • At least 04 years relevant professional experience practicing law in the high courts of Pakistan (preference shall be given to candidates with specific practice in the Sindh High Court) in research, analysis and training related to Human Rights and the criminal justice system in Pakistan.
  • At least 2 years of legal experience and a proven understanding of the criminal justice system in Pakistan.
  • At least 2 years of experience in the design of human rights training, including the development of manuals, toolkits, curricula and assessment tools.
  • Proven knowledge of the international human rights standards in the administration of justice as well as human rights protections in Pakistani law.
  • Appreciation of diplomatic and political sensitivities.
  • Proven report-writing skills.
  • Ability to work under pressure and to meet strict deadlines.
  • Proficiency in written and oral English language.
  • Excellent social and networking skills.
  • Fluency in both English and Urdu is required. Knowledge of a Pakistani regional language would be an asset.
