The incumbent is responsible for leading the IT team and responsible for all round IT services and functions, which includes, but not limited to, networks & infrastructure management, server & system maintenance, system security management, system administration and helpdesk support. S/He is also responsible for managing IT projects including the developing computerized grant application / database management system as well as record management system.

Main Responsibilities:

IT Support and System Administration

• Develop IT strategy as well as a regular review and improvement of IT infrastructure along with objectives of the Council and lead the IT team to support all business operations
• Review, establish and implement effective IT policies and procedures
• Monitor the day-to-day IT operation on system administration, security management and helpdesk support
• Oversees troubleshooting, systems backups, archiving, and disaster recovery
• Perform IT asset management and IT budgeting

 IT Project Implementation

• Participate in project planning, preparation, requirement collection, business analysis, UAT, user training and implementation of the new systems
• Coordinate the services of outsourced software development vendor to deliver appropriately, on-schedule and within budget
• Liaise with key stakeholders and external vendors on system implementation and enhancement
• Prepare and maintain project management document, e.g. project plan and status reports etc.
• Support, monitor and maintain the new systems after launching
• Any other duties as assigned by supervisors

Requirements:

• University degree in Computer Science, Information Technology or related discipline
• Holder of Project Management Professional will be an advantage
• At least 8 years of experience in IT support, system administration and/ or project management
• Profound knowledge in Microsoft Office, Windows 10, Window Server 2008R2, Window 2012R2, Linux/Unix, VMware, Active Directory and common PC software & hardware
• Good knowledge of WAN and LAN networks design & setup, familiar with Cisco network devices
• Strong analytical and problem solving skills
• Demonstrate abilities to manage IT projects and communicate with end users and vendors effectively
• Mature, independent and team player

Salary offered will commensurate with qualifications and experience.
