The IAAC COE is a centralized, specialist function for the governance of AIA’s Investment Asset Architecture, which is the structuring of AIA Business Unit assets into Funds, Sub-Funds, Investment Portfolios and Sub-Portfolios as formalized and governed by mandates, and the implementation and ongoing maintenance of effective investment and process controls across the Investment Operational Control Environment and the governance of AIA’s Investment Data Domain, as a functioning part of the overall AIA Investment Operating Model and as contemplated by the Investment Governance Framework. The objectives of the IAAC COE as the design, administration and oversight of the continuous improvement of a common enterprise architecture to:• Implement facilitated accountability within AIA Investment (including AMCs and BU Investment functions);
• Supporting continuous development for investment capabilities (e.g. DSAA, TAA, derivatives, liquidity and portfolio management strategies);
• Providing a platform for 3LOD to function effectively and efficiently;
• Analytics and continuous improvement of the AIA-wide ecosystem of controls, monitoring, assurance and reporting;
• Design and planning TDA projects to support implement demonstrable governance; and
• Data Governance of the Investment Data Domain.
The COE provides support across AIA AMCs, Group Investment and AIA Business Units with respect to technical aspects of Investment Governance, including but not limited to:
• Mandates;
• Mandate & Composite Controls;
• Index Selection & Approval;
• AIA Investment Glossary;
• AIA Asset Hierarchy;
• Pre-Trade Control Set-Up & Maintenance;
• Group-Wide Investment Limits;
• Investment Authorised Person & Investment Approval Authorities; and
• Investment Data Governance.
In terms of the support model, the COE works directly in conjunction with, further Centres of Excellence within the AIA Investment Operating Model and across other functions at AIA such as the Investment Consultancy Unit (“ICU”), Investment Compliance COE, the Derivatives COE, the Debt Capital Markets COE, Central Trading COE, External Managers Oversight COE, Fixed Income Portfolio Management COE, Regional Equity Portfolio Management COE and Alternative Asset COE.
The incumbent would be part of a team of Investment Asset Architecture & Controls professionals responsible for effective data analysis and reconciliation and generation of metrics for use in management reporting and the continuous improvement of the design, administration, and oversight of AIA’s common enterprise investment controls architecture.
1) Support the Senior Manager, IAAC COE in the continued build out and integration of the IAAC COE across AIA covering three areas:
A. Governing Document (defined as “a comprehensive list of all applicable investment restrictions and limits, regardless of source”)
i. Facilitate in-scope AIA entities’ accountability for generating and maintaining their respective Governing Documents.
ii. Perform ongoing quality assurance review for all Governing Documents maintained by all in-scope AIA entities in a cloud-based Confluence platform.
iii. Maintain the Governing Document of one AIA asset management company in collaboration with its Heads of Asset Classes for all portfolios outsourced to it.
iv. Provide support to all Confluence users, including administration of access rights and helping new users navigating Confluence.
v. Perform key metrics and monthly management reporting of Governing
Documents, validating against:
- all Bloomberg Pre-Trade (CMGR) rule changes,
- mandate document changes (including Strategic Asset Allocation targets and Target Asset Allocation range changes),
- Mandate Control List changes,
- local regulatory requirements, and
- manual vs. automated pre-trade controls capabilities
B. Mandate (defined as “the formal objectives, strategies and restrictions that apply to a Fund, Sub-Fund or Investment Portfolio.”)
i. Validate all investment asset architecture and controls against all data available (e.g. mandates, mandate control lists, CMGR rules and amendments)
ii. Liaise with all three lines of defense across all BUs and AMCs to ensure alignment across the AIA Investment Asset Architecture and Controls environment, and perform key metrics and monthly management validation and reporting of Mandates, to:
- Confirm all Fund, Sub-fund, Portfolio, Sub-portfolio mandate updates have been fully operationalized in all respects, including: Governing Documents, Mandate Control List, and the automated pre-trade controls environment in Bloomberg CMGR;
- Confirm all Fund, Sub-fund, Portfolio, Sub-portfolio changes, including Reference Index and Benchmark Index changes, have been fully updated in the corresponding Mandate(s).
C. Breach Investigation and Reporting
i. Performing quality assurance reviews of all breach reports from all BUs/AMCs to ensure completeness, perform data consolidation, and generate metrics and management reporting data, cross checking against Bloomberg CMGR data as applicable.
ii. Perform key metrics and monthly management reporting related to the AIA Investment Control Environment Architecture related, but not limited to:
- Ensure all mandatory data points under IGF requirements are documented,
- Confirm breaches (internal and EFMs) are reported in a consistent manner and methodology across all BUs/AMCs, and
- Liaise with IAAC Support to validate reported investment breaches (passive and active) against CMGR records
2) Other ad hoc activities as delegated by the Senior Manager, IAAC COE from time to time.
