Job Description
Role Summary: For the assigned opportunities, The Renewable Energy Offshore Wind Technical Proposal Lead Specialist will develop and drive execution of optimized and well documented proposals in a timely manner and in respect with the ITO process (Inquiry to Order) to secure profitable business.
Essential Responsibilities: Provide technical support towards customer and project key stake holders by presenting GE technology,
Lead the preparation of technical proposals as a central member of the Commercial and Sales Team, elaborating jointly with the Account Manager & Commercial Lead the proposal strategy
Matrix leadership of the technical team, including Application Engineering, Project office, EHS, Engineering, Product Line, and all other technical disciplines necessary to establish proposals,
Participate in building and enhancing favorable customer relationships. Map key decision makers / influencer, develop a trusty relationship and gain the right level of confidence with identified key stakeholders.
Function as the accountable resource for ensuring high quality, well defined, completely & accurately cost calculated technical proposals, which help position GE Renewables to win profitable and executable orders,
Own the technical analysis of customer inquiries, RFQs (Request for Quotations), or tenders,
Determine proposal requirements, scope of supply, and winning equipment configurations and when necessary the deviations to customer requirements,
Challenge and assemble the costs associated to the solution offered,
Determine deviations, opportunities and risk (RAMP: Risk Analysis & Mitigation Plan) for all proposals,
Contribute towards the written proposal (Commercial and Technical) – both in terms of content and presentation in a timely manner.
Manage the tendering process and coordinate the collection and integration from all other teams (engineering, planning, sourcing to manufacturing, project management, and others).
Ensure the tender quality, integrity, and the full contract redlining, securing and documenting all required sign-offs (from, but not limited to technical, schedule, finance, taxes, commercial, legal, to execution / project management functions)
Lead (in conjunction with the Senior Commercial Proposal Manager) the customer clarification / negotiation process and the internal review process (with a special emphasis on Technical compliance and on risk identification/ mitigation)
Resource to in closing orders at any stage, by providing technical expertise and timely responses to customer requirements during clarification and negotiation phases.
Firmly follow the ITO Process, preparation of necessary approvals and use the tools and templates made available to the commercial team.
Participate, engage and lead in global initiatives for ITO improvements.
Accountable for orders and margin for the opportunities allocated to him and with full compliance with the Delegation of Authority.
Qualifications/Requirements: Bachelor’s Degree in degree in Mechanical or Electrical Engineering or in a related Engineering discipline
Minimum of 8 years of experience in power or wind projects (tender preparation / project implementation)
Good command of Wind turbine (or similar Power Generation asset) main technical features and impact on Customer technical assessment.
Fluent in the English language
Ability and willingness to travel as required
Strong knowledge of main wind turbine components (drive train, blades, tower, controls, etc.) and of project execution phases (transport, pre-assembly, offshore installation & commissioning)
Desired Characteristics: Demonstrated sensitivity to Customer needs and awareness of market conditions,
Successful working with customers, Sales and internal project teams,
Cross-functional team leadership experience,
Additional language skills (e.g. Spanish, French or German),
Focus on Process improvement,
Good command of GE ITO process (Inquiry to Order) and associated sub-process, or gates such as Risk Reviews and approval process,
Good command of tools such as SalesForce.com and office pack (e.g. costing tools).
