Job Summary: The Program manages and implements - with profit and loss responsibility - service program/projects for Rail Systems in SMO CS according to the PM@Siemens process with the aim of: Becoming customer´s trusted advisor & ensuring long-term business success and development of new business opportunities Preparing and leading the service mobilization and support maintenance operations to deliver best in class services to the customer Achieving high customer satisfaction Roles and Responsibilities: Program/project management (fully responsible) Actively gathers information about the customer and relevant stakeholders, his aim and requirements Involves the customer in decision-making and regularly provides information Manages customers' expectations and completes the program/project to the customer's complete satisfaction Identifies business opportunities, generates further business opportunities from the program/project Order and execution management (fully responsible) Prepares and execute the maintenance mobilization in-country, including maintenance planning, sourcing, personnel hiring Draws up the maintenance concept together with the technical experts Draws up, prepares, and provides orders for spare parts and consumables, repairs, tools and services for preventive and corrective, scheduled and unscheduled maintenance and servicing activities Ensures the availability of spare parts and consumables, repairs, tools, personnel, and services upon request and in accordance with the procurement schedule Uses spare part databases Sets up and updates the logistics concept and procurement schedule together with purchasing & logistics Documents all work outputs of order and execution management in accordance with the valid document management standards and supports bidding for contract extension or new program bids by getting actively involved in the bid phase by providing customer expertise and experience Continuously reviews the status of order and execution processing, identifies nonconformance in good time, initiates targeted countermeasures and reports appropriately Regularly holds status meetings in the context of bid and order management Actively gathers information about the customer and relevant stakeholders, his aims and requirements Involves the customer in decision-making and regularly provides information Manages customers' expectations and completes the program/project to the customer's complete satisfaction Identifies business opportunities, generates further business opportunities from the program/project Order and execution management (fully responsible) Prepares and execute the maintenance mobilization in-country, including maintenance planning, sourcing, personnel hiring Draws up the maintenance concept together with the technical experts Draws up, prepares, and provides orders for spare parts and consumables, repairs, tools and services for preventive and corrective, scheduled and unscheduled maintenance and servicing activities Ensures the availability of spare parts and consumables, repairs, tools, personnel and services upon request and in accordance with the procurement schedule Uses spare part databases Sets up and updates the logistics concept and procurement schedule together with purchasing & logistics Documents all work outputs of order and execution management in accordance with the valid document management standards and supports bidding for contract extension or new program bids by getting actively involved in the bid phase by providing customer expertise and experience Continuously reviews the status of order and execution processing, identifies nonconformance in good time, initiates targeted countermeasures and reports appropriately Regularly holds status meetings in the context of bid and order management Bid, requirements and change management (fully responsible) Negotiates for change orders Negotiates with stakeholders on change requests and incorporates these into contracts Actively involved in the bidding phase, analyzes the customer's requests and their technical feasibility and how they can be incorporated into a bid Ensures that the LoA process is carried out with all risk assessments (including compliance) Ensures that an order entry calculation is performed and documented Involves all relevant partners in the bidding phase Contract management (support) Issues necessary contracts and business terms and conditions in the context of change orders and the bidding phase Ensures that the results of the risk assessment and compliance risk assessment are suitably considered in contracts and cost calculations Synchronizes the contract structure with taxation and delegation schemes Performs commercial/technical assessments and analyses of contracts, outage planning documents and additional business Defines commercial/technical bidding terms and conditions, reports readiness of bids, approves (or arranges for approval of) bids; if applicable, checks for need for LoA and draws up documents, concludes currency hedging and surety bonds Management of opportunities and risks (fully responsible) Ensures risk monitoring throughout all phases of the program/project Identifies and assesses all risk factors over the duration of the program/project cycle using all available risk assessment tools Drafts suitable strategies for avoiding (eliminating, mitigating) risks- implements a procedure for solving problems (identification, analysis, countermeasures, and efficacy checks) with all necessary in-house and external partners Identifies, reports, and reduces non-conformance costs Identifies, assesses, and implements all opportunities for improving results throughout the entire program/project cycle Assesses risks in respect of their impact on the corporate Group, defines necessary countermeasures/actions and ensures timely upward referral) Claims management (fully responsible) Involves the program/project team in identifying claims within the service project, establishes a close relationship to the EPC& delivery projects to identify early changes arising from scope / schedule deviations Consistently implements the defined strategy for avoiding and asserting claims Enforces legitimate claims and fends off unjustified claims Notifies the customer, management, and the program/project team in good time of any deviations from the agreed scope & schedule of services Prepares, ensures, and provides documentation for claim management Identifies and avoids third-party claims in good time Negotiates (together with Sales and Purchasing) to assert or avoid claims Reviews contracts for potential claims issues, arranges for review by contract experts and define a claim strategy Reviews and updates the claims strategy Management of purchasing, suppliers, and dispatch Identifies further opportunities for business with the partners Generates procurement plan and involves Purchasing early, in accordance with the valid Siemens Purchasing guidelines Ensures that all purchasing activities comply with valid processes and regulationsSupport: Calls in qualified suppliers in good time Defines criteria for supplier selection as an aid to Purchasing Takes final decisions as to suppliers based on strategic considerations Consistently reviews the performance of suppliers/partners, refers issues (quality deficiencies and/or problems with cooperation) upward in good time, and adopts countermeasures in good time in the event of nonconformance Chooses suppliers/subcontractors based on strategic aspects Ensures compliance with valid export and customs regulations including handling of letters of credit Draws up a shipping schedule and checks and updates details together with Dispatch, and sorts out impacts on the procurement and other schedules Puts together goods into consignments when ready for dispatch (deliveries and returns); releases the shipping papers, triggers and follows up dispatch and documents it in delivery lists and communicates it Ensures long-term resource planning and procurement for components, service actions and engineering services & repairs (incl. personnel) Financial management (fully responsible) Bears responsibility for the profit & loss of the program/project as defined in the program/project manager's (objectives) agreement Arranges for invoicing in line with the progress of the program/project Ensures regular financial controlling and reporting (latest cost situation, concurrent costing) Makes allowance for strategic aspects in financial management in the program/project Manages the program/project within the defined financial targets Optimizes the profitability of the program/project and ensures the success of the business Optimizes the cashflow and assets - controlling and forecasting for the overall project Support: Ensures compliance with IFRS (International Finance and Reporting Standards) Requests, updates and concludes surety bonds, foreign-currency management Draws up planning and reporting regularly updates the financial status of the project and the forecast Program and/or project planning, control, and closure (fully responsible) Maintenance preparation and execution according to the contract and SMO processes and standards Manages the project within the defined time and quality framework Uses all relevant PM@Siemens project rules depending on the project category (A/B/C/S) including relevant planning elements and milestone work results Defines procedures and requirements for quality management (audits, acceptance tests) in line with the valid quality management guidelines and standards Continuously reviews the status of the program/project, identifies nonconformances in good time, initiates targeted countermeasures and reports appropriately Organizes the acceptance of milestone outputs and reports appropriately Manages the acceptance of deliveries and services and performs quality checks Documents all work outputs in accordance with the valid document management standards Organizes customer acceptance tests and the final handover of the program/project to the contract counterparties People management and communication (fully responsible) Ensures efficient communication with all relevant stakeholders Ensures purposeful and comprehensive communication within the program/project team Helps to motivate the program/project team coaches the team/team members Holds feedback talks with the program/project team members Actively looks for feedback (e.g., from program/project team members, managers, customers) Acts as mentor for new team members depending on their needs Gives input in the context of the PMP (Performance Management Process) Knowledge management (fully responsible) Holds a lessons-learned workshop Actively looks for and takes advantage of sources of information, knowledge and experience Analyzes information, knowledge and experience and makes experience gained from the program/project available to others Takes advantage of opportunities to learn from others and exchanges experience Utilizes existing continuous improvement processes (CIP) such as MOE, TPI & ORSAL, to tap potentials for rationalization, to boost productivity and net cash from operations Manages documentation of meetings and activities for implementation of contractually agreed actions (e.g., inspections, PM/CM activities, maintenance overhauls), incl. kickoff meeting) Value focus (fully responsible) Actively looks for and takes advantage of information on the latest best practice for complying with the relevant guidelines and regulation within SMO, especially business conduct, tax regulations/delegation of employees, export control, and EHS (environment, health, and safety) Involves the respective Compliance Officer if necessary Forwards all relevant information to the project team members and partners Sets up a framework to ensure regular checks of the compliance in the project, e.g., by conducting Compliance Risk (Re-) Assessments at the appropriate milestones / Quality Gates Actively provides relevant information to the program/project organization and to relevant environments (stakeholders) Job Requirements: Products & service portfolio of rail systems technologies (rolling stock, rail infrastructure, digitalization), Program/project management (e.g., PM methods/tools, quality management in PM, claims management, bidding, and order process), Customer relationship management including customer market, Contract management, General communication, conversation and negotiation, Presentation and moderating, relevant IT applications What else do you need to know?
