Entry Requirements:
Candidate should have/be:
(a) A bachelor’s degree from a university in Hong Kong or equivalent;
(b)Attained Level 3 or above in both Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent [Note];
(c)A minimum of ten years’ post-qualification work experience, preferably with at least six years at managerial level, related to management of public/ non-profit making projects, general administration and management of public organisation;
(d)Sound knowledge of application software, including English and Chinese word processing, Excel and Powerpoint; and
(e)The ability to work independently, strong problem-solving, analytical, organising, communication and report writing skills, and excellent command of English, Cantonese and Putonghua. Experience in project management in government or quasi-government bodies or public service sector will be an advantage.
[Note: For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.]
Duties:
(a)To assist Senior Manager (Design) [SM(D)] in vetting the plans and proposals for the activities of the Hong Kong Design Centre (HKDC) to be funded from the CreateSmart Initiative under the streamlined funding approach (“funded activities”);
(b)To assist SM(D) in monitoring the progress and evaluating the effectiveness of the “funded activities”, and compilation of management reports as and when necessary;
(c)To oversee logistic arrangements (including preparing briefs) for principal/senior officials of HKSARG attending events of the “funded activities”;
(d)To oversee and monitor test check cases of the “funded activities” and follow up on the administrative action that may be imposed on HKDC;
(e)To draft CreateHK’s submissions to the Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries), for the five creative industries-related projects of the Hong Kong Trade Development Council with dedicated funding;
(f)To support SM(D) on trade facilitation-related duties in respect of the design industry;
(g)To supervise Assistant Manager (Design) in preparing and consolidating regular and ad hoc returns on matters related to the above duties and responsibilities; and
(h)To perform any other duties as assigned by senior officers.
Note:
- Subject to the exigency of services, the appointee may be required to work irregular hours and overtime, including Saturday, Sunday and Public Holiday.
- Shortlisted candidates may be required to attend written examination and interview.
Terms of Appointment: Successful candidate will be employed on non-civil service contract terms for 12 months.
Fringe Benefits: A gratuity may be granted at the end of contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Ordinance (Cap. 485), will be equal to 15% of the total basic salary received during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, sick leave, etc., where appropriate, will be granted in line with the provisions in the Employment Ordinance.
