Job Description

The Job

Reporting to Senior Manager (Enforcement), the appointee’s major duties will include the following:

  • Conduct assessment on complaints alleging misconducts of MPF intermediaries and unregistered activities; write reports and recommend appropriate enforcement action;

  • Conduct investigation into suspected offences by MPF intermediaries and make referral to other law enforcement agencies, where appropriate;

  • Conduct investigation into suspected breaches by MPF approved trustees, service providers and other regulated persons; write reports and recommend appropriate action;

  • Conduct assessment and investigation into suspected breaches by other persons under the Mandatory Provident Fund Schemes Ordinance and the Occupational Retirement Schemes Ordinance;

  • Assist in disciplinary proceedings and MPF Schemes Appeal Board proceedings;

  • Assist in review exercise conducted by the Process Review Panel;

  • Assist in legislative amendments;

  • Supervise the preparation of management reports and statistics;

  • Assist Senior Manager in formulating and drafting departmental operational procedures and policies;

  • Coach, develop and enhance the skills and expertise of the subordinates of the team; and

  • Perform other duties as assigned by management.

 

The Person

  • A recognized degree, preferably in law, finance, economics, accounting or business discipline, or equivalent;
  • At least eight years of experience in litigation or compliance, regulatory enforcement / investigation, financial regulation, retirement schemes / pensions or investment / banking, preferably gained from law firms, public organizations, large corporate or regulators;
  • Solid knowledge and experience in handling civil / criminal / disciplinary proceedings; with professional legal qualifications, or formal legal training will be an added advantage;

  • Good command of written and spoken English and Chinese;

  • Excellent communication and report writing skills, strong analytical skills; good interpersonal, leadership and people management skills; and

  • Mature, flexible and able to work under pressure independently.

 

Remuneration Package

A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a two-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
