The Manager, Occupational Safety & Health is responsible for establishing, implementing, and maintaining the company’s OSH Management Systems, including the development of OSH Policy & Procedures, Annual Property OSH Plans, Training Programs, Accident and Hazard Identification & Reporting Programs, and OSH Committee activities. He/She is also responsible for ensuring compliance with OSH regulations, and assisting with the development and implementation of company Crisis Plans. He/She is required to maintain these areas of responsibility in order to ensure the safety and well-being of MELCO staff, contractors, and customers.

PRIMARY RESPONSIBILITIES:

  • Ensure workplace accidents are thoroughly investigated and assist management in the implementation of strategies to identify and reduce reoccurrence within the MELCO properties
  • Support senior management in the development and implementation of Crisis Management Plans (CMP) and Business Continuity Plans (BCP) and ensure they are continually reviewed and updated
  • Develop and maintain the currency of policies and procedures for occupational safety & health at MELCO properties
  • Identify and define OSH training requirements for employees, including an online OSH refresher training program. In conjunction with Business Units and the Learning Academy, ensure training programs are developed and implemented in accordance with these requirements and ensure assessment of relevant individuals is completed
  • Develop and maintain OSH Management System to ensure the implementation of relevant WHS policies and procedures in accordance with local regulations and best practice
  • Ensure compliance with local Labour Department requirements in accordance with the relevant OSH Regulations. Ensure the property is prepared for Labour Department compliance inspections, and ensure any issues raised during such inspections are addressed in a timely manner
  • Develop and implement annual OSH Plans for MELCO properties, setting out OSH tasks and targets on an annual basis
  • Assist management in the development for a Safety Charter with the Macau Labour Department and ensure close liaison with the Labour Department to facilitate the approval of the Charter
  • Ensure a system is in place to Investigate and report on workplace incidents and hazards. Assist management in the Identification and implementation of measures to rectify and prevent re-occurrence
  • Ensure the establishment and ongoing coordination of property OSH Committees to meet regularly to review issues and to implement processes that ensure risks and potential hazards are identified and addressed
  • Develop and implement an OSH auditing process to ensure that MELCO employees comply with the relevant OSH Policies and Procedures
  • Maintain the current Safety Improvement Notice System (SINS) at Altira Macau and introduced the same SINS Program at other MELCO properties
  • Perform other duties as required in accordance with all policies and procedures, laws and regulations, applicable to the Department and Melco Resorts & Entertainment
  • Adhere to all company policies and procedures
  • Report accidents, injuries and unsafe work conditions to superiors and relevant departments
  • Perform other reasonable job duties as assigned by superiors from time to time

KEY PERFORMANCE INDICATORS:

  • Ensure OSH targets are met, including:
    • Development of stated OSH management systems and plans
    • Development and implementation of related training programs and materials, including competency assessment tools for key stake holders
    • Compliance with relevant statutory regulations and directions issued by related statutory bodies
    • Reports and investigations are completed in a timely manner
    • The training and development of direct reports in the area of OSH

QUALIFICATIONS:

Qualifications and Experience :

  • Minimum of 4 years Casino experience in an OSH management role; or other demonstrated high level management experience
  • Undertaking or completion of university degree, or similar studies, related to workplace safety, emergency response, or crisis management
  • Excellent verbal and written knowledge of English, Cantonese an advantage
  • Demonstrated capability of supporting business plans and the achievement of the Security department objectives, particularly OSH management objectives
  • Experience in the implementation of policies & procedures
  • Experience in identifying, responding to and reducing safety incidents or issues
  • Experience in overseeing, planning, reviewing or coordinating crisis and disaster recovery processes including maintenance of Crisis Management Plans
  • Experience in liaising and cooperating with relevant government authorities
