POSITION SUMMARY:
The Manager is responsible for overall control, management, and accountability of Corporate Regional’s entire payroll and related administration function, in accordance with relevant policies, procedures, and legislation.
PRIMARY RESPONSIBILITIES:
- Manage and ensure accuracy and timely administration, preparing and processing of all payrolls, and related data and information, and related tax filings in accordance with relevant policies, procedures and legislation, including but not limit to Hong Kong, Cyprus, US and Philippines, and manage the related reporting information needed for our financial statement and regulatory disclosures and filings.
- Maintain, revise and develop policies and procedures relating to payroll administration, consistent with relevant legislation, regulations and company policy.
- Develop and ensure adherence to critical time lines for all regulatory and reporting requirements and perform monthly or ad hoc reporting for management purposes.
- Manage payroll team, including formulating and evaluating individual employee key performance objectives and individual professional development. Manage, coach and develop the Payroll team and ensure achievement of departmental key performance objectives.
- Maintain all payroll computations and records. Liaise and work closely with various internal departments and external parties, e.g. external auditors, etc, for complying with relevant disclosures and regulatory and statutory obligations, filings and reporting.
- Prepare payroll and related information for financial reporting disclosure and ensure the compliance of relevant accounting standards and disclosure in different statutory, regulatory and financial reporting requirements.
- Ensure the upload of General Ledger interface files after each pay process for the correct and timely allocation of costs to the business units. Also assist business analysts with payroll related costs queries, including reallocation by journal where required.
- Keep abreast of labour law, tax changes and regulations. Responsible to advise, response and resolve internal payroll queries.
- Process Corporate Regional staff's annual salary review, including back-pay calculations and payment. Ensure a thorough audit process is undertaken, verifying the accuracy of all information. Manage the recovery of payroll over-payments, including process improvement to reduce the number of over-payments made and the length of time taken to recover funds.
- Prepare year end/monthly/ad hoc reconciliations. These reconciliations include but not limited to the following items:-Payroll clearing account on a monthly basis-Payroll tax reconciliation on quarterly and yearly basis for different tax jurisdictions

Co-ordinate and prepare required employee compensation documentation, e.g. income proof, etc.
- Adhere to and comply with SOX requirements in accordance to the Company’s policy and standard. Involve in ad hoc payroll related project and handle ad hoc requests on payroll and related payroll and tax information.
REQUIREMENTS & QUALIFICATIONS:
The candidate should have the following qualifications and attributes:
A bachelor degree in accounting, finance or other related field is required, with an internationally recognized accounting qualification. At least 8-10 years of experience in payroll management or financial responsibility with regional payroll experience. Big 4 training is preferred. Deal with sensitive matters professionally High level of technical accounting, financial reporting and analytical skills in a multi-business unit environment. A self-starter with a high level of motivation and commitment. Ability to utilize appropriate operating systems and software applications to access data and generate reports.
