Job Description

Reporting to the Head, Technical Services; the Manager, Technical Services leads the Hong Kong Palace Museum (HKPM) Technical Services team and an outsourced integrated Facilities Management and maintenance contractor delivering technical services for a newly built composite building of world class world civilization and Chinese culture museum with Grade-A commercial space, theatres and restaurant where in West Kowloon Cultural District.

 You will be responsible for:

  • overseeing and managing all aspects of the Museum of world class world civilization and Chinese culture museum with Grade-A commercial space, theatres and restaurant’s soft and hard building facilities and systems;
  • planning and organising the due diligence for taking over new venues including project schedule management, staff and resources arrangement planning, preparation of site operation manual and procedures, strategies and readiness plan and monitoring the implementation programme and take over process;
  • overseeing and monitoring new FM vendors’ set-up, contract transition and all contract administration;
  • managing emergency incidents, resolving any incident in timely and effective manner, and recommending and driving continuous improvements;
  • monitoring the FM and maintenance vendors’ performance and to ensure the facilities are well-maintained and the services provided are up to international standard and contract requirements;
  • working closely with all Museum teams such as Exhibition, Conservation, Visitor Services, Operation, Retails, Project teams and their vendors related to the Museum operation;
  • acting as the main liaison between the District Facility Services department and the relevant internal departments of the Authority to ensure communication is effectively managed and coordinated between the Authority and the outsourced FM and maintenance vendors;
  • preparing departmental annual budget and business plans, control the operational and capital expenses of the venues;
  • preparing tenders, RFQ and contracts with budget plans, cost analyses, procurement proposals and Board papers for outsourced FM and maintenance services and purchases;
  • leading, administering and supervising the outsourced facilities operations;
  • liaising with relevant Government departments for the management of the entrusted facilities owned by the Government; and
  • contributing to the design of facilities development with main focuses on operation life cycle, work efficiency, safety and health best practice, incident & risk management and security monitoring for venue operations.

 You should:

  • possess a recognised university degree in Engineering (Building Services/ Mechanical/  Electrical), with major in HVAC or equivalent;
  • have at least 10 years of experience in maintenance management of which at least 5 years post qualification at managerial level with on-site experience in Building Services/ Mechanical/ Electrical engineering with major in HVAC in project improvement, renovation, A&A works, operation (including event operation), repair and maintenance services (including building maintenance) in sizable non-residential projects; with experience in taking over new buildings or/and museum/ gallery/ exhibition venue management will be an advantage;
  • have professional knowledge of and practical experience with risk management, event management, safety and security control, budget control, incident response and other building operation guideline or best practice;
  • have the ability to professionally handle confidential matters and exhibit the appropriate level of judgment, decision making commensurate with the position and responsibilities and work independently;
  • be holders of Registered Electrical Worker (Grade B or above) and Construction Industry Training Certificate (Green Card) under Section 6BA(2) of the Factories and Industrial Undertakings Ordinance A are preferred;
  • preferably be familiar with Facilities Management System, Building Management System (BMS), Computerized Maintenance Management System (CMMS) and/ or others facilities management systems in museum, exhibition hall, theatre, office, retail shop and restaurant;
  • be able to take up on-call duty after hours to respond to emergency situations;
  • have strong interpersonal skills to relate and communicate to internal and external contacts at all levels and build rapport with team members and stakeholders;
  • be proficient in PC knowledge including AutoCAD, MS Applications;
  • have knowledge in BIM would be an advantage;
  • be proactive, independent, responsible and a good team player; and
  • have excellent communication skills in written and spoken English and Chinese.
