Ensure front office, middle office, and operations compliance with Citigroup’s Data Management Policy and Standards. This is a high visibility and impactful role that provides leadership in support of Citigroup’s data quality program, as well as other critical regulatory commitments and deliverables.
Job Responsibilities
- Lead and coordinate firmwide data management change initiatives and regulatory enterprise commitments (e.g. FRBNY/FRS, OCC) within Markets & Banking including planning, implementation, communications, training, compliance monitoring, and the establishment of a controlled data management environment
- Increase business awareness, confidence and trust in data assets and enterprise data governance program by providing support and guidance to the Markets & Banking business
- Serves as a strategic partner with other businesses and strives to facilitate their success. Accountable for management of complex/critical/large professional disciplinary area. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function
- Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas
- Build relationships across the franchise including Business, Operations, Technology, Data Governance Office (DGO), Finance, Risk, Compliance, Chief Data Office (CDO) and Operations Risk Management; facilitate coordination with other functional business areas and governance groups
- Ability to influence and negotiate to facilitate change, as well as employ matrix management skills in order to ensure solutions meet business requirements as well as influence others without direct authority
- Partner with Markets & Banking to ensure the business is compliant with the Citi Data Management Policy (CDMP) by developing business specific procedures where internal business processes are required to support the execution of the enterprise process
- Accountable for the execution of the data management controls and supporting artifacts for the Markets & Banking Manager’s Control Assessment (MCA) process to ensure internal controls are designed effectively and testable to mitigate risk in data driven processes
- Define the key business processes for Markets & Banking and identify the CDEs that require monitoring for data quality issues
- Develop and implement plans for CDEs to comply with data quality requirements defined by the Markets & Banking business process owners, including the assessment and implementation of front-end data entry controls
- Collaborate with the Markets & Banking business process owners and the DGO to ensure that data quality measurement and ongoing monitoring are implemented by the business across the organization for CDEs and information assets supporting the defined key business processes and that the IMR process is utilized for remediation of data quality issues
- Participate in the nomination and registration of approved and strategic data repositories as golden sources of Markets & Banking data as part of Citi’s enterprise information architecture
- Partner with the Markets & Banking business process owners and technology managers to include enterprise data standards within business development requirements for all new applications, as well as adoption within existing applications
- Accountable for effective internal Data Management controls by monitoring business data quality reports with associated Key Performance Indicators (KPIs) and metrics, and driving continuous improvement initiatives within the business
- Partner with the DGO and CDO to ensure that activities and deliverables are established to improve data management KPIs
- Effectively manage ad hoc requests, upcoming projects, status preparation and communications for deliverables
- Typically deals with complex and variable issues with substantial potential impact, weighing various alternatives and balancing potentially conflicting needs
- Accountable for integrity of process, operations and end results
- Prioritize, manage and execute governance related activities and initiatives on an ongoing basis
Required Skills
- Minimum 10 years of demonstrated experience in a project or program management role in the successful implementation of projects (preferably large scale implementations), operational process change and improvement, preferably within capital markets and/or investment banking and regulatory change initiatives
- Excellent communication skills required in order to guide, negotiate and influence, often at a senior level and to articulate complex recommendations
- Closely follows trends in own field and adapts them for application within own job and the business
- Strong working knowledge of securities and financial instruments
- Industry experience in data governance, data management, and regulatory initiatives
- Ability to work independently, multi-task, and take ownership of various parts of a project or initiative
- Requires strong analytical skills in order to filter, prioritize and validate potentially complex material from multiple sources
- Strong teamwork skills with ability to work and partner globally across different geographic locations
- Strong experience in trade processing front-to-back, capital markets, operations, and support and control areas (e.g. Finance, Risk)
- Ability to implement and manage a successful risk/control environment
- Experienced in building project plans, sequencing deliverables, and issues management
- Experienced in the Software Development Lifecycle (SDLC) including Waterfall and Agile methodologies
- Experienced in business process re-engineering and business modeling concepts, business systems development and analysis
- Experienced in consulting with project stakeholders and subject matter experts (SME), including the skills to facilitate compromises, resolve conflicting requirements, and manage competing priorities
- Experienced in working across technology and business projects and managing inter-dependencies between them
- Must possess excellent oral and written communication skills and ability to facilitate discussions, and be assertive while promoting a collaborative and partnering environment
- Ability to quickly grasp and master new concepts / requirements and related product / functional knowledge
- Data Oriented with excellent attention to detail and strong data analysis skills
- Excellent analytical and problem solving skills
- Ability to give focused attention to details and deliver high quality work while managing competing priorities
Preferred Skills
- Citigroup experience is a plus, with preference in Capital Markets, Middle Office, Operations and Investment Banking
Education
- Bachelor’s Degree in Finance, Economics, Management Information Systems, Computer Science, or similar discipline
