Job Description

This individual will report to and work closely with the Head of Medical China, as Medical Excellence Lead and serve as a member of the China Medical Leadership Team (CMLT).

1.      In this role, s/he will identify, create and drive the strategy to improve and enhance the performance of the China Medical team to maximize the performance of Medical function, in support of China Medical goals and Global Medical Excellence strategy.

2.      This individual will be responsible for driving the integration of CMLT with respect to strategic and financial planning, decision making, and communication. S/he will liaise with Global, BIR Medical Excellence, and Operations teams, and drive alignment across China Medical functions and with key cross-functional stakeholders with respect to planning, decision making, communication, and training.

3.        This role will help identify, design, and drive continued China Medical capability and skills build to further Medical Excellence and Operational effectiveness (e.g. organizational processes, MSL excellence and training, IT roadmap for specific projects, KPIs and metrics for China Medical, people management, infrastructure discussions such as job leveling and job descriptions; medical talent optimization).

To be effective, the role requires strong business, organizational,  networking and people management skills, as well as an ability to work across Worldwide/BIR Medical and with other key stakeholders cross-functionally such as Market Access, Finance, Commercial and Business Operations, Legal, Compliance, HR, and Clinical Development.

Accountabilities:

  • Medical Excellence 

1.        Drives alignment of functional medical strategies and guidance, process and recommendations which support and enhance China Medical’s goals. Continually identifies and executes process improvements to enable business performance

2.        Leads and provides strategic direction to China Medical team and Medical Excellence and Operations team, including medical functional planning oversight, and collaboration with Global/BIR Medical Excellence & Operations group on oversight of AOP/FTE management.

3.        Monitors progress towards goals, analyzes data, ensures follow-through on the part of key players, sustains momentum needed to drive these initiatives, and provides an update to internal cross-functional groups, as appropriate.

4.        Develops operating rules of engagement within China Medical organization and cross-functional teams, as needed, to ensure that deliverables are achieved in a proactive manner, in support of China Medical goals.

5.        Develops processes for capturing, cataloging, analyzing, and disseminating key learnings, with a view towards leveraging best practices throughout the China Medical organization.

6.        Leads and supports efforts to continually improve business practices processes and tools to achieve medical operational and learning excellence, which are aligned and appropriately integrated with Global/BIR Medical Excellence & Operations.

7.        Oversees and manages the communication across functions including business and planning process, strategic management meetings, communications, and reporting.

8.        Leads the development of agendas for CMLT meetings and other governance forums to drive cross-functional alignment and facilitate decision-making.

9.        Creates appropriate governance and resource models to proactively navigate the operational complexity necessary to successfully execute the many activities of China Medical across its multiple therapeutic areas.

10.      Leads the development and implementation of structure and processes enabling audit readiness with local cross-functional teams by collaborating closely with Compliance, Standards and Governance, Compliance and Legal Officer. Accountable for proactively identifying and mitigating quality risks within the affiliate. Oversees the progress on Medical-related remediation measures

  • Leadership

1.       Acts as a liaison between the Head of Medical China and cross-functional team, (including frequent interactions with key stakeholders in China Medical and Commercial organizations) and represents Head of Medical China, as needed, at meetings.

2.       Prioritizes issues, drives decision making, and ensures cross-functional integration of key initiatives in conjunction with Head of Medical China.

3.       Supports Head of Medical China in representation on his/her behalf in their absence

Qualifications

  • Master degree is required, Ph.D. or Specialization in Pharmaceutical Medicine/Drug Development Sciences a plus
  • Project/program management certification preferred
  • 5 or more years focused on medical affairs functions, process optimization/execution, systems implementation/ management
  • Experience leading/implementing complex programs and initiatives in addition to driving quality and governance effort
  • Must have previous experience in KPI setting & tracking and SOP setting & optimization.
  • Proficiency in both English & Chinese.
