Job Description

Intel has announced a major expansion of Intel’s production capacities in Europe and plans to develop two first-of-their-kind semiconductor fabs in Magdeburg, Germany, the capital of Saxony-Anhalt. Planning has started, with construction expected to begin in the first half of 2023 and production planned to come online in 2027, subject to European Commission State aid approval and funding approval by the German authorities.

As a member of the Project Execution Team, the OSM Manager in Germany is responsible for leading an organization of matrixed employees managing capital projects on-site with a large contractor workforce encompassing outsourced general contractors, Architecture and Engineering firms, and key trade companies in the Semiconductor Construction Industry.

 

This position reports to the Director of Construction and in this role, the person will be accountable for all aspects of Off-Site Manufacturing, influencing Program and Project Managers to strive for higher levels of Off-Site manufacturing to drive down cost, improve schedule certainty and move people hours offsite, thereby driving safety, efficiency and reducing risk to the Intel Production lines. This role entails intensive planning & design efforts in various areas of this function, for this project and related projects.

This position may require a temporary training assignment, prior to full time on site to Magdeburg, Germany.

  • Final location is Magdeburg site
  • Interim location of this role is Home Based Office until office premises will be available, ETA: Q4 2022


As an Off-Site Manufacturing (OSM) Manager  your responsibilities will include but are not limited to:

  • Work closely with the supply chain management, design teams and logistics to move construction scope to more efficient supplier-based or offsite fabrication facilities. This position requires a high degree of integration between design, supply chain, schedule, intel specs and construction logistics as well as an understanding of current construction industry, and Intel Best known methods (BKM's) in this developing arena.
  • Make breakthroughs in our construction efficiency and capability through sourcing and developing contractor companies and making significant changes in integrated construction solutions and major changes in our cost of construction.
  • Lead and drive program teams to leverage Prefabrication, Preassembly, Modularization, and Offsite Fabrication (PPMOF/OSM) means and methods including Intel and ROW (rest of world) solutions.
  • Partner successfully with key stakeholders including Program teams, Program managers, Project manager, Design Managers, Global supply chain teams, Site and offsite logistics, Spec and system owners, Central design, Site construction and suppliers to:
  • -          Partner with Supply chain to develop and qualify OSM suppliers for offsite fabrication of key scope items.

    -          Influence and collaborate the Design teams to identify key scopes capable of being manufactured offsite.

    -          Lead procurement, finance and estimating teams to determine feasibility and Return of investment (ROI), of potential OSM skids, building to maximize ROI and limit risk to the programs.

    -          Develop world-class OSM supplier partnerships with leading sourcing and procurement solutions and deliver continuous improvements in business results, quality, schedule and cost.

    -          Lead logistics to determine feasibility, ROI, transportational requirements of potential OSM skids, buildings and identify appropriate offsite locations to maximize ROI and limit risk to the programs.

    -          Ensure implementation of quality and commissioning programs into all OSM phases from design to turnover.

    -          Partner with the Intel Ohio BIM Manager to develop required BIM solutions to enable OSM.

    -          Influence, lead and successfully manage a wide spectrum of Construction projects to enable Intel businesses by driving OSM to a wide spectrum of Fab modules across multiple projects.

    -          Leverage the Virtual factory network to identify current Intel OSM BKMs and driving new modules for the Ohio program.

    -          Drive engineering teams to whitepaper and part number modules that can be utilized/replicated for future projects/programs.

    -          Foster innovation and transform traditional construction practices by driving OSM and Lean methods and engineering solutions.

    -          Help transform to an organization that is lean, efficient and collaborative.

Qualifications

You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.

 

Minimum Qualifications:

  • Language: English & German speaker required

The candidate must have at least one of the following:

  • Bachelor's degree of Science or Engineering or related field with 6+ years of construction in support of major high tech construction projects.
  • 10+ years of experience in Off-Site Manufacturing (OSM) construction in support of major high tech construction projects will be considered in lieu of a degree.


Preferred Qualifications:

  • 10+ years of construction experience.
  • -          Equipment and system P/IDs understanding, specifications and drawings

    -          Thorough understanding of respective disciplines (EL, ME, PI, AR, LSS).

  • Knowledge is required in the following areas; local and national codes; construction.
  • Knowledge of micro schedule for pre-facilitation, understanding of sequence of construction activities and installation sequence.
