Job Description

(a) be Certified Public Accountant of the Hong Kong Institute of Certified Public Accountants, or equivalent;
(b) have a minimum of 10 years' full-time relevant post-qualification working experience in accounting aspects (including but not limited to budgeting, financial accounting, management accounting and internal audit), among which a minimum of 5 years' full-time relevant post-qualification working experience on managing contractual accounts of waste management projects under Design-Build-Operate (DBO) contract;
(c) have ample knowledge of and proven experience in compilation and supervision of the accounts of and provision of accounting and financial management services for waste management projects under Design-Build-Operate (DBO) contract;
(d) have good communication skills and organizational capabilities; and
(e) have good command of written and spoken English and Chinese.

Note: Candidates with good knowledge in the operation of Government or public organizations would be an advantage.

Duties:
Main duties include:-
(a) to provide inputs to the financial matters of the construction waste charging scheme to support the development of a new generation database system for Environmental Infrastructure Division of Environmental Protection Department;
(b) to provide professional advice on upgrade/revamping of the transaction system at weighbridges of the waste management projects under Environmental Infrastructure Division;
(c) to assist in liaison works with contractors of waste management projects on any financial related matters;
(d) to assist in the financial assessment of tenders for landfill extension and refuse transfer station projects; and
(e) to provide training to Environmental Infrastructure Division staff on financial management of waste management projects.

Other Job-related Requirements: (a) The place of work may be varied having regard to the operational needs. Successful candidates may be required to work outdoors occasionally. (b) The number of working hours is subject to the operational needs but will not exceed 17.5 hours per week. There is no guarantee on the minimum number of hours of work in any given period. (c) Successful candidates are normally required to work during office hours on weekdays (i.e. Monday to Friday), and may be required to work during irregular hours and overtime, including evenings, Saturdays, Sundays and public holidays.

Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for 12 months.

Fringe Benefits
The candidate is not entitled to any fringe benefit normally applicable to a full time staff under the Employment Ordinance (including but not limit to 14-day paid annual leave, rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, etc.), unless the employment undertaken by the employee for the Government constitutes a “continuous contract”. No gratuity will be granted at the end of the contract period.
