Role summary:

  • The China Finance Payment Process Manager is responsible for leading Amgen China procure-to-pay process, trainings and Q&A, ensuring compliance with internal and external policies and securing efficiency, and is reporting into the China Financial Risk Management Lead

 Key Responsibilities:

  • Leads China’s procure-to-payment process activities including, not limited to, healthcare and non-healthcare payment review process, desktop procedures, trainings and Q&A
  • Subject matter expert for the end-to-end procure-to-pay process
  • Liaises with local & regional finance teams to assist with business growth
  • Documents and Owns China desktop procedures, quick reference guides, and policies and maintains properly according to corporate and HQ guidelines, internal controls, accounting practices, compliance guidebook, applicable local laws and ethical business practices, and accounting/ tax/ treasury procedures.  
  • Ensures that monthly P2P trainings and Q&A are delivered to the organization including refresh training and new process training.
  • Supports audits, control reviews and investigations. Enhances local process on the audit findings.
  • Develop and maintains active communication with internal client groups and business partners as necessary to effectively perform job responsibilities
  • Proactively advises Financial Risk Management Lead and business partners on potential risks and driving process enhancements
  • Engages with regional/ global C2P and internal controls on ongoing topics and projects. Partnering and supporting process improvements in the procure-to-pay area. Flagging risk areas and supports implementation of approved improvement solutions

Must have Qualifications:

  • 10+ years aggregate experience in different functions in Finance with focus on compliance and finance payment review, and process excellence, thereof 3+ years leadership experience, 6+ years of progressive process management experience in accounts payable, purchasing, finance, accounting, and/or auditing, and 6+ years solid country finance experience in compliance and finance payment review.
  • Knowledge and understanding of procure-to- pay process
  • Proficient and proven successful track record in compliance and finance payment review, process enhancement and project management as country finance
  • MNC China experience in commercial arm of pharmaceutical or biotechnology industry
  • Proficiency in English and Mandarin, both in oral and written communication
  • Advanced analytical skills - Advanced Excel, Access, Word, PowerPoint
  • Experience with ERP systems (SAP)

Preferred Qualifications:

  • BS degree in Finance, Accounting or closely related field
  • Advanced degree/certification such as Accounts Payable Professional (CAPP), CPA, CMA
  • Excellent business acumen (e.g. knowledge of business drivers, finding solutions, and ability to evaluate risk/benefit)
  • Excellent organizational and planning skills
  • Working in matrix organization of MNC ideally with US Headquarters
