The Policy and Legislative Analyst will work with the Siemens federal government affairs team. The analyst will manage complex federal research, data collection and analysis to support the company’s government affairs agenda and provide detailed reports about how the legislation could influence the company’s business. Responsibilities will include working with government affairs, communications, strategy teams, and other Siemens executives on federal policies and regulations ranging from manufacturing, infrastructure, transportation, workforce development, U.S. competitiveness, and other corporate topics. The analyst will be a member of the U.S. Government Affairs team located in Washington, D.C. and will be responsible for supporting and coordinating federal legislative affairs with the Government Affairs team to ensure Siemens businesses stay up-to-date on critical and emerging government activities including changes in government and budget processes relevant to Siemens business, providing summaries of proposed or passed legislation, and how it potentially impacts Siemens and the industries that the company operates in. The analyst will also provide support in the development of various policy communications, legislative summary, bill analysis, policy letters, one pagers, internal briefings and other analysis to demonstrate the company’s position on key federal legislative matters. The analyst collaborates with internal colleagues from government affairs, communications, strategy and other Siemens businesses and functions. The analyst will receive support from the Siemens Government Affairs team to support success on the team, within the company including providing guidance on assigned projects and acting as a sounding board to foster a collaborative environment to grow in your career. Duties and Responsibilities Collaborates with internal and external stakeholders to manage federal research, data collection and analysis to support Government Affairs priorities and enhance the company’s reputation and positioning on key federal legislative and regulatory matters. Serves as project manager to create and maintain a federal legislative tracking database and supports government affairs in researching legislative policy matters. Performs legislative affairs and bill analysis, research, and monitoring to obtain knowledge of relevant national policy and government affairs issues, and economic/market developments related to Siemens’ business to proactively identify emerging issues and help in the development of government affairs strategies. Effectively develops, writes, and edits information and works with internal stakeholders to identify appropriate company sources for policy communication activities include briefing memos, presentations, talking points, intelligence briefs, technical reports thought leadership, and social media content. Participates in and tracks meetings, congressional hearings and other engagements with business executives and congressional and administration officials. Assist in coordination of official site visits from policymakers and legislators to Siemens facilities. Collaborates with internal stakeholders such as Sustainability, HR, Finance Services, Business Development and Strategy to obtain business-relevant economic and market data, and to respond to applicable requests. Develops visual representations of complex data and creates interactive reports and tools to be viewed and used in multiple platforms from desktop computers, laptops, tablets (iPad) and smart phones (iPhones and Androids). Proficient in PowerPoint and other presentation platforms. Skills Strong federal legislative research and project management capabilities. Demonstrates professional judgment, editorial skills, and policy analysis. Experience in the translation of complex policy and regulatory information into engaging and succinct content targeted toward specific audiences. Demonstrates skill in communicating complex, technical or policy issues to diverse, non-technical audiences. Have useful programming and analytical skills for accurate database management. Proficiency in multimedia platforms with desire to learn new technologies and platforms. The ability to work independently and manage multiple projects simultaneously in a fast-paced, deadline-driven environment. Work effectively within a matrixed environment to deliver results. Capacity to set priorities and meet deadlines, and ability to multi-task. Excellent verbal and written communication skills. Basic understanding of Siemens’ core businesses a plus. Proficiency in internet research with solid understanding of macro-economic and business environment. Required Education/Qualifications 3 to 5 plus years of relevant experience. Bachelor’s degree in Political Science, Business, Communications, Marketing, Journalism, English, or related field required; Advanced degree/or relevant work experience may be substituted. Previous congressional or relevant federal agency experience. Creative thinker who is interesting in taking on new challenges and is purpose driven. Demonstrated project management experience working with cross-functional teams across multiple disciplines. Strong analytical and problem-solving skills, as well as a professional presence and business diplomacy skills. Ability to partner with various teams within a large global corporate environment to achieve specific internal goals. Must be driven by ownership culture and possess an entrepreneurial spirit and can-do attitude. Self-starter, excellent listener, and communicator. Additional language skills helpful but not required.
