Job Description Summary

The Data, Analytics and Strategy Principal Officer will be responsible for leading the design and implementation of Bank of the West’s (and BNP Paribas USA’s) strategic data architecture for risk and regulatory reporting, in alignment with BNPP Group and local and global regulatory requirements.  This is a new position at Bank of the West, requiring leadership of and close collaboration with multiple functions across Bank of the West, BNP’s CIB US business, and Group.  The position reports directly to the Bank of the West / BNP Paribas USA Chief Data Officer as part of the Enterprise Data Management and Solutions (EDMS) team. 

BNPP Group established the RaDAR Program in response to major global regulations (BCBS 239), requiring its operating entities (incl. Bank of the West) to implement robust data management and reporting practices.  RaDAR (and BCBS 239) is principle-based, calling for foundational changes to key operating processes, organization, and systems across the enterprise.  A central aspect of RaDAR requirements is the provisioning of managed and controlled risk and regulatory reporting data to BNPP Group, with that data integrated with local risk and regulatory processes.


This position will lead RiSK, Finance, and EDMS business teams, in collaboration with IT and Group, in the delivery of the Bank’s data feed to Group.  Additionally, this leader will work to design, develop, and implement integrated data capabilities (people, process & systems) aligning this Group feed with local RiSK and regulatory reporting, across BNP Paribas’ US businesses.  This will be a strategic transformation, which will need to adapt to new requirements as they arise, as well as address legacy processes and decommission associated systems.  Key strengths for the position will be (1) subject-matter expertise across a variety of complex risk and regulatory reporting and analytics, (2) subject-matter expertise and technical proficiency with various Bank of the West and BNP Group data and calculation platforms, and (3) ability to develop a sustainable close collaboration culture among Bank of the West, BNP CIB US, and Group teams from different functional areas.

Essential Job Functions

  1. Lead and communicate the strategy and vision of the Bank of the West risk and regulatory data architecture that aligns with BNPP Group expectations; obtain sponsorship from within Bank of the West, BNP Paribas US, and Group; and drive initiatives to implement it.

  2. Design and implement governance processes to ensure that relevant risk and regulatory development and initiatives align with the target state architecture.

  3. Provide teams with guidance and subject-matter expertise regarding BNPP data architecture, systems, analytics, etc.

  4. Lead initiatives and cross-functional teams in the development of strategic data feeds from Bank of the West to BNPP Group.

  5. Develop a deep understanding of Bank of the West (and BNP Paribas US) risk and regulatory data architecture and processes, and help teams integrate relevant systems and processes with the target state architecture.

  6. Establish long-term sustainable close collaboration culture / routines among Bank of the West, BNP CIB US, and Group teams from different functional areas.



Education
  • Bachelor's Degree in Engineering, Computer Science, Finance, Masters Degree preferred.

Skills

 

    • Minimum 10 – 12 years of overall banking/financial firm experience

    • 5+ years’ experience in a senior data management role in a major financial institution

    • Proven track record of leading and delivering data strategy in a large (financial) institution, including across multiple constituent business groups and entities

    • Risk and regulatory concept and reporting subject-matter expertise (Basel II+, BCBS 239, IFRS 9, Stress Testing, RWA, etc.)

    • Strong technical experience working with risk and regulatory data, including architecture, data modelling, data integration, and data operations

    • Expert knowledge of BNPP risk and regulatory data and systems

    • Preferred: prior large firm consulting experience

    • Preferred: fluency in French and English
    • Experience working within a large, complex financial services organization.

    • Strong analytical skills with detail orientation and process orientation. 

    • Experience reading and interpreting regulations, laws, and statutes. Strong research skills preferred.

    • Problem solving skills as well as flexibility and adaptability are of key importance.

    • Critical thinking and the ability to "connect the dots" of multiple data points across multiple business units, draw accurate conclusions, and develop comprehensive data, analytics, and strategic solutions as a result.

    • Strong, effective interpersonal and communication skills (written, verbal and listening).
