Job Purposes:
Reporting to the Chief Executive and the respective Committee of the Council, the Principal Public Affairs Officer (“PPAO”) leads a team of 20 staff to protect and build the Council's public image as a strategic asset to support the Council in delivering its vision and mission. The PPAO develops and sustains effective communication platform and stakeholder relationship to promulgate pro-consumer policies and to empower consumers themselves.
The PPAO's principal accountabilities are as follows:
- To be responsible for the overall administration, governance, development and performance of the Public Affairs Division;
- To formulate the Public Affairs policies and guidelines so as to govern and develop the Council's brand as an authoritative statutory body across different communication platforms;
- To monitor, strategize and advise management on Public Affairs issues and be the spokesperson in response to general media enquiries;
- To lead the production, marketing and subscription services of the signature "CHOICE" magazine through an integrated communication approach;
- To develop and implement the Council's digital communication strategy, and to support online/social media campaigns for consumer protection advocacies;
- To develop and manage effective stakeholder engagement activities including the Government bureaus and departments, the Legislative Counselors, political parties, industry/trade associations, community and business leaders, academics etc., so as to build a strong network for the Council in winning support for Council's work;
- To manager relationship with overseas counterparts mainly consumer protection bodies in the Mainland, Asia and developed countries to sustain and grow the regional and international profile of the Council;
- To manage the production of corporate publications and study reports, and to administer the media resources center; and
- To represent the Council on designated external committees, locally and internationally.
Requirements and Competencies:
- Recognized university degree or higher qualifications in Journalism or Communications;
- Proven and relevant track record of not less than 15 years, including senior managerial responsibilities at organizations with strong requirements on Public Affairs or Corporate Communications function. Experience in government, statutory bodies, or non-profit organizations will be of advantage;
- Excellent writing skills in both Chinese and English to deliver high quality and professional media and communication materials;
- Strong managerial skills, clear vision and ability to influence and inspire;
- Strong in mastering a broad range of complex issues for which the Consumer Council is campaigning;
- Good communication skills, including the ability to network and engage various stakeholders at different level (including government, corporations and non-government and civil society organization) and to liaise with the media;
- Excellent interpersonal skills, with the ability to connect and team up with people. High energy, enthusiasm and drive to contribute to Consumer Council's mission;
- Be able to with diverse groups of individuals and different cultures, and a collaborative approach to working with consumer organizations and international agencies around the world.
Terms of Appointment & Fringe Benefits:
Appointment will be offered on 3-year probationary contract. Fringe benefits include paid leave, housing allowance, medical insurance and MPF.
