Summary: The U.S. Consulate General in Wuhan is seeking eligible and qualified applicants for the position of Procurement Agent.
The work schedule for this position is:
  • Full Time (40 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Procures a variety of commodities and services for mission and associated agencies. Prepares purchase orders, delivery orders, blanket purchase agreements, and other types of contracts and ensures that vendors successfully complete the work and comply with the terms of the contract. Negotiates best price with vendors and ensures that the vendor can provide purchase items, which meet the required product specifications and further ensure delivery within reasonable timeframes. Assists with creating contract files, drafts solicitations, and other necessary contractual documents for Contracting Officer’s approval. Works with Contracting Officer and Contracting Officer’s Representative (COR) to coordinate pre-proposal conferences and site visits, administer contract implementation, monitor contract activities, and resolve contractual disputes. Shops and purchases items in the local market.
Qualifications and Evaluations
Education: College or university studies is required.
Requirements:
EXPERIENCE: Minimum of two (2) years of experience in procurement of property, goods, or services for any government or private sector entities is required.
JOB KNOWLEDGE: Required to have a good knowledge of U.S. Federal Specifications and Standards relating to items purchased. Must have a good knowledge of local market practices and suppliers. Must understand local pricing practices. Relative trade, commerce or finance knowledge is required.
Evaluations:
LANGUAGE: Level 3 (Good Working Knowledge) Speaking/Reading/Writing of English is required. Level 4 (Fluent) Speaking/Reading/Writing of Chinese is required. (This may be tested.)
SKILLS AND ABILITIES: Must be able to use common computer software including Word, Excel, Access, Outlook, Internet, etc. Must have numerical skills. Must have expert ability to communicate with wide range of people inside and outside the Consulate. Must master the ability to negotiate best price and terms for purchases.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.

  • IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
