Eaton Mission Systems, formally Cobham Mission Systems, is seeking a Procurement Manager. This is a hybrid position based at our Davenport, Iowa facility. Sponsorship is not available! Position Overview: The Procurement Manager – Strategic Procurement is responsible for performing the following activities in support of the MSD Davenport Factory: Obtain long-term supplier quotes and negotiate resultant pricing and terms agreements for direct and indirect requirements Source components and assemblies at competitive costs to support “Design to Cost” targets on new programs Procure development or qualification hardware in support of new programs Perform supply chain activities to support timely customer bid submittal, including obtaining quotes from suppliers and negotiating prices and compliance with requirements Support transitions of products between selected suppliers Support cadenced program or project site-level reporting on supply chain elements Serve as an escalation point to support production procurement efforts for non-performing suppliers Support facilities personnel to implement facility updates and address non-performing indirect suppliers Other assignments as required The activities above will be coordinated with and performed in collaboration with the MSD Divisional Supply Chain team and the Eaton Aerospace and Eaton Enterprise Category Management teams. Specific tasks associated include: aligning the Supply Chain to meet program and/or bid critical path requirements, ensuring compliance with customer flow-down requirements (offset, DFAR, quality, etc.), and ensuring success of the overall bid/program sourcing strategy. Strong supplier development and relationship modeling expertise is required to ensure contractual requirements are met and to support growth of the business relationship between Eaton and the selected subcontractors. Position interfaces through the Program Office and/or Sales Office, ensuring smooth flow of supply chain processes and complete alignment of supplier through to customer. In this function you will: Responsible for the smooth and effective management of subcontractors, ensuring smooth flow of customer requirements through the supply chain to support NPD for MSD’s Davenport factory. With the support of Category Management, contributes to supplier contract negotiations ensuring Non-Disclosure (NDA), Long Term Agreements (LTA), or other contractual vehicles include protection of Eaton Intellectual Property Rights (IPR), Proprietary data, and Non-Compete requirements. Manages the subcontractor by leading the entire business plan with assigned subcontractor through regularly scheduled program reviews with defined agendas and action lists for follow-up/close out. Supports the Business Development/Sales Lead for New Bid and Proposal activities. Lead quoting activities in support of the project. Coordinate with Category Management and Division Supply Chain leadership for the identification of new strategic suppliers. Ensure project compliance to all government and commercial contracting laws and regulations as applicable (FAR, DFAR, ITAR, et.al.). Utilizes common processes, procedures, practices and templates from project inception through completion. Proposes new processes, procedures, practices and templates when required. Understands critical paths within the programs (proposal stage, pending win, win) including supplier dependencies and new program awards Co-leads the Supply Chain Integrated Product Team (with the project manager), Eaton project team leads and engineering, ensuring effective teaming to support the program. Develop with the IPT the Risk Management / Mitigation plan and ensure the plan is fully understood, deployed and periodically reviewed by the IPT and Eaton management. Integrate supplier in the Design Phase assuring participation in Design Reviews to maximize leverage during the design phase of design alternatives and solutions focusing on Cost As an Independent Variable. Establishes link from Customer Requirements to Supplier Statement Of Work and Performance Based Specifications. Ensures SOW and PBS are kept current as design decisions are made. Manages and documents major milestone progress and completion such as PDR, CDR, TRR, etc. and ensures purchased material budget and profit plan for assigned projects. Accepts flex assignments from time to time as required by Division. Qualifications Basic Qualifications: Bachelor’s degree from an accredited institution Minimum of 5 years of Supply Chain experience in a manufacturing environment Must be authorized to work in the United States without company sponsorship now or in the future No relocation benefit is being offered for this position. Only candidates that currently reside within 50 miles of the Davenport, IA facility will be considered. Active-Duty Military Service member candidates are exempt from the geographical area limitation. This position requires use of information or access to hardware which is subject to the International Traffic in Arms Regulations (ITAR). ITAR defines a U.S. person as a U.S. Citizen, U.S. Permanent Resident (i.e. ‘Green Card Holder’), Political Asylee, or Refugee Preferred Qualifications: Bachelor’s degree in Supply Chain Management, Manufacturing or Engineering from an accredit institution Experience of high mix / low volume manufacturing Travel up to approx. 10% although for short periods of critical activity may be more. 10 years’ experience in Supply Chain, Program Management, Manufacturing, Engineering or Contracts Existing Eaton Mission Systems Division Supply Chain functional experience Experience in an Aerospace Manufacturing environment. Experience in metal fabrication, electronics, purchasing and materials management positions a plus. CPIM, CSCP, and/or PMP certification New Business Development experience Background and knowledge in/or Enovia (product life cycle management), Oracle, MFG/Pro, Cognos and other equivalent ERP / MRP software packages.
