Role Summary:

To control the incoming purchase requests, especially focus on Property categories. Arrange tender and sourcing process in-house, and coordinate with users to monitor the requisition throughout the purchasing cycle.

Key Responsibilities:

• To manage, plan and control the procurement of Property categories of the Bank in a cost-effective manner;

• Third party management execution and ongoing supplier performance evaluation;

• To manage suppliers to achieve the best value of money for the Bank;

• Lead cross-function teams in the planning and conduct sourcing activities/ negotiations with suppliers, to steer favorable outcomes in line with organization objective;

• Own and build strong relationship with key internal customers and suppliers;

• Drive and deliver supply chain value and risk management through partnership and early engagement with key stakeholders in understanding business needs and market trends;

• To collaborate with HASE procurement section and Group Purchasing Unit to attain the synergy of group bulk buying;

• To achieve the bank saving target;

• To admin/maintain the Group procurement system;

• Assist to control outsourcing contracts and ensure all compliance and Group guidelines are properly followed;

• Manages and controls the completeness of purchase requests on expenses, reviews the recommendations for purchases and seek approval for award according to the operating guidelines.

• Ensures that all control measures relevant to the job responsibilities are undertaken to minimize the risk exposure of the Bank / division / department / subsidiary.

Requirements:

• Bachelor degree;

• At least 3 years’ property /professional service related categories sourcing experience and overall 10 years’ working experience in procurement;

• Property sourcing expertise across all forms of property sub categories;

• Experience on negotiation contracts with suppliers, develop RFX template based on stakeholders’ scope, suppliers evaluation, solid property sourcing knowledge with clear understand China market trend;

• Able to build and develop strong relationships with stakeholders and suppliers;

• Service-oriented with the ability to interact with all levels with good presentation and interpersonal skills;

• Vendors selection and vendor performance management;

• Banking/ agency and baking regulatory and compliance knowledge is a plus;

• Well understanding of Microsoft Office;

• Good oral and written English.
