The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteerbased humanitarian network. The Federation is a membership organization established by and comprised of its member NationalRed Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), IFRC is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate,and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The Country Cluster Support Team (CCST) in Beijing is responsible for overseeing IFRC support to, and coordination with, the National Societies of China, Japan, Mongolia and South Korea as well as branches of the Red Cross Society of China in Hong Kong, Macau and Taiwan. The CCST also supports and coordinates activities of the East Asia Red Cross Red Crescent sub-regional networks at leadership and technical levels, which also include the National Society of DPRK. In addition, the CCST represents IFRC day-to-dayengagements with the Government of China as well as the Trilateral Cooperation Secretariat (TCS).The Programme Coordinator, together with the Head of CCST and the Communications & Advocacy Manager, make the Senior Management Team (SMT) of Beijing CCST. S/he provides leadership to personnel responsible for programmes and operations andensures that these positions are coordinated in supporting National Societies of East Asia in delivering their core services and fostering cooperation in programmes and operations. The Programme Coordinator engages with technical and thematic leaders inAPRO – and where necessary Geneva – to ensure a collaborative approach to agreeing emergency operation strategies as well as enabling appropriate technical support in disaster risk reduction (DRR), shelter, livelihoods and basic needs, health, water, sanitation and hygiene (WASH), protection, gender and inclusion (PGI), migration, and strengthening National Society capacities. The Programme Coordinator also ensures collaboration with hosted programmes and reference centres, complements the Head of CCST in partnership and resource development aspects by fostering relationships with key partners in East Asia, and contributes to ensuring a strong and accountable IFRC. S/he acts as the Head of CCST in case the incumbent is absent.

Job Purpose

Under supervision of the Head of CCST, the Programme Coordinator supports the IFRC network in East Asia to ensure speedy, high quality, coherent and well-coordinated programming. S/he oversees a team which delivers against key regional results spanning seven Areas of Focus (namely DRR, Shelter, and Livelihoods and Basic Needs, Health, WASH, PGI and Migration) and three Strategies for Implementation (namely Strengthening National Societies, Ensuring Effective International Disaster Management, and Influencing others as a leading strategic partner in humanitarian action and community resilience) while significantly contributing to the Strategy for Implementation of Ensuring a strong and accountable IFRC. The Programme Coordinator maintains an oversight of the evolving humanitarian context in all countries of East Asia and ensures that IFRC programme and operational support in East Asia is agile and continues to meet the common and unique needs of East Asia National Societies. This position also ensures that IFRC support to operations and programmes in East Asia not only remains relevant but is also accountable and continually adds to enhancing capacities of East Asia National Societies.

Job Duties and Responsibilities

Programme and Operation Oversight to ensure relevance, efficiency and high quality 1. Lead IFRC support to National Societies (NS) of East Asia (EA) in developing coordinating and implementing programmes and operations 2. Coordinate strategic planning, implementation and monitoring of all IFRC‐supported programmes and operations in EA to ensure a coherent approach in design, delivery and capacity building.3. Lead IFRC support to NS in their of EA engagement with Movement partners, donors and stakeholders. 4. Ensure that the team responsible for programmes and operations works closely with relevant technical units of APRO and Geneva (when necessary) as well as with ICRC, Partner National Societies, IFRC Reference Centres and key external stakeholders to facilitate a synergetic effort to programmes and operations.5. Provide IFRC personnel and NS in EA with guidance in developing emergency plans of actions, submitting DREF requests and launching Emergency Appeals in line with the relevant SOPs for AP disaster and crisis response and recovery, and priorities set in “Disaster and Crisis Management Effectiveness” and ‘Working Effectively Together’.6. Provide technical guidance to IFRC personnel in EA in implementing and monitoring IFRC-funded operations regarding application of IFRC policies, frameworks, procedures, standards, guidelines and methodologies. 7. In collaboration with the Disaster and Crisis Unit of APRO, lead the preparation of readiness plan for the CCST and support EA NS in facilitating preparedness-for-disaster (pre-disaster) meetings betweenMovement and external partners, positioning them to deliver coordinated humanitarian action.8. In collaboration with the Disaster and Crisis Unit of APRO, ensure that all deployable response personnel in EA are conversant with IFRC policy framework and guidelines including Co-de of Conduct, Principles and Rules for Humanitarian Assistance, Minimum standard commitments to gender and diversity in emergency, and Fraud and Corruption Prevention and Control Policy.9. Lead the process of timely and comprehensive reporting to partners and back donors in collaboration with the respective technical colleagues in EA NS and the CCST.10. Ensure effective communication with donors and maintain oversight of all funding and pledges related to programmes and operations.E.11. Ensure that all programme and operation areas have continuous access to technical advice and guidance to support implementation and quality assurance, including backstopping for technical leads if required.12. Promote opportunities for EA NS to develop capacities of their personnel in managing programme and operation activities in accordance with internationally accepted standards by providing professional expertise in policy development, programme monitoring, impact assessment, reporting skills and administrative systems among others.13. Promote and engage in systematic monitoring and evaluation of IFRC-supported programmes and operations to contribute in identification and synthesis of best practices and lessons learned for organizational sharing. 14. Promote the full integration of NS Development interventions within and across all programmes and operations to ensure coherent and systematic coordination of capacity building inputs and approaches. Strategic Direction, Leadership, Programmatic Coherence, Quality and Accountability: 15. Contribute to the overall strategic vision and planning for IFRC in EA HoCCST in collaboration with EA NS counterparts, IFRC Country Teams, APRO technical units and Geneva. 16. Provide strategic and technical advice to the CCST technical leads, Country Teams and EANS. Collaborate with APRO technical units on issues across preparedness, response, recovery, development programming continuum across all Areas of Focus and Strategies for Implementation with a focus on strengthening community resilience. 17. Provide strategic direction to personnel responsible for DRR, Shelter, and Livelihoods and Basic Needs, Health, WASH, PGI and Migration as well as Cash-Based Interventions Community Engagement and Accountability Logistics, NSD, PGI, Volunteering and This is to ensure alignment to relevant sectors.18. Provide strategic direction to CCST personnel, and where necessary technical guidance, in operationalizing approaches that will systematically strengthen and enable NS capacities. 19. Ensure alignment of plans, communication, quality assurance and strategic directions between country, CCST and APRO. Resource Mobilization: 20. Coordinate with the Planning and Resource Development team in APRO, Partner NS and donors to mobilize resources in support the IFRC programmes and operations in EA.21. Closely with the Head of CCST (HoCCST), support the Mongolian Red Cross Society in developing an appropriate work plan and viable resource mobilization strategy to enhance its financial self‐reliance and independence. Coordination, Cooperation and Networking: 22. Facilitate regular operational and technical coordination among EA Movement partners and ensure that relevant policies and pre‐agreed thematic issues are followed up.23. Lead IFRC support to EA NS in operationalizing the Action Plan for Cooperation in Preparedness and Response to Large-Scale Disasters and Crises as endorsed by the leadership of EANS. 24. Complement the Working Group of EA Plus NS in developing effective mechanisms for coordinating the support of Movement partners in the event of a large-scale disaster or and crisis in any of the NS through establishment of formal partnership arrangements. 25. Build solid relationships with key external partners– including academia and private sector – for enhancing innovative approaches, and research as a base for evidence aimed at supporting advocacy on expanding investment in preparedness and community resilience. 26. Ensure technical-level engagement with the China Ministry of Emergency Management and sub-regional bodies such as Trilateral Cooperation Secretariatas essential stakeholders in attainment of global agenda targets including those of the Humanitarian Standards, Paris Agreement, Sustainable Development Goals and Sendai Framework.27. Establish close coordination, cooperation and working relationship with technical file holders in the APRO, through the Regional Deputy Director. General Management: 28. Accountable to the HoCCST on achievement of results of the CCST’s Operational Plan as a proactive manager and dynamic member of CCST’s Senior Management Team. 29. Responsible for the overall day-to day management and coordination of programme and operations, including assuming budget holder responsibilities, ensuring sound planning and financial management in accordance with IFRC policies, standards and practices. 30. Ensure compliance with applicable laws and agreements. Includes compliance with procurement procedures and standards, identifying risks and challenges to ongoing operations and programmes, raising them with regional and country-level counterparts. 31. Select, mentor and manage team members for programmes and operations, including ensuring that they have well-defined results-based priority plans and capacity to provide technical support to EA NS.32 Support the HoCCST in ensuring strategic coherence and alignment as well as programmatic and operational coordination between the CCST and APRO – and be prepared for changing working conditions and reasonable adjustments of the job description during the mission. Representation:33. At the request of the HoCCST and APRO Senior Management Team, represent IFRC in engagements with NS, Movement coordination platforms, Governments, Diplomatic Missions, Sub-Regional Bodies, the UN system and the humanitarian community.34. Deputize the HoCCST, including being Acting HoCCST when the incumbent is absent.

Education

Relevant university education or an equivalent of qualifying experience Post-graduate qualification in management or leadership Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge

Experience

At least 7 years working experience in the humanitarian or development sector. Prior work in a membership organization in roles that include member capacity development.At least 3 years working experience in the Red Cross Red Crescent Movement. Management and supervisory experience in a multicultural environment. Experience in coordinating with the authorities and other humanitarian/development actors.Experience in narrative and financial reporting and proposal writing. Experience in the Asia Pacific region is preferred.

Knowledge, skills and languages

Understanding of East Asia Context – humanitarian landscape, needs, and opportunities. Self-supporting in computers (Email, Internet, spreadsheets, word-processing, etc.). High degree of discretion, tact and sensitivity in dealing with stakeholders at all levels. Good understanding/practice of IFRC tools such as VCA, CAS and Shared Leadership. Demonstrated leadership and management skills, including the ability to lead within a matrix management structure and utilize talents/experience of team members in a productive way. Results-oriented, demand driven, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations. Demonstrated track record in innovating, contributing to a learning culture, sharingknowledge and promoting new approaches to engaging partners. Good understanding/practice of planning, monitoring, evaluation and reporting issues Understanding of opportunities and constraints for sustainable development. Outstanding networking, representational, communication and negotiation skills.Proven good judgment and ability to work with complete integrity and confidentiality. High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.Programme and project management skills. Ability to work within and lead multi-cultural, multilingual, and multidisciplinary teams.Fluently spoken and written English. Good command of another IFRC official language (French, Spanish or Arabic) is preferred.
