Reports To: China Lithium Engineering Site Manager

Job Summary

Project Control Manager (FULL-TIME) to work with the Engineering Department of Li-GBU in China. The ideal candidate will be a high energy, collaborative individual who aspires to find creative ways to solve problems, answer questions, and improve processes. This position leads the project control organization based at the Jiangxi plant but supports the sustaining capital portfolio for Albemarle’s China asset base (currently Jiangxi and Sichuan).  Specifically, the role will ensure appropriate project control capability (people, systems, processes) to execute larger sustaining capital projects including but not limited to Pyromet Repair & Replacement Project and others related to product quality improvements.  The PCM works closely with the corporate project controls function set the strategic direction and organizational structure to improve overall project control capability within China that can be leverage for other, future capital project work.  This position has the responsibility to act as a corporate or intra-corporate expert on Project Controls methods, procedures, systems, and the development of historical information. The position will be part of the project management team, reporting to the Engineering Site Manager.
Subject Matter Expertise:



 

  • Lead all activities with respect to business management, cost management, estimating, and planning for an office or major project including functional objectives and initiatives
  • Support and interface with Operations management in the preparation of proposals, commercial pricing, and execution of projects in areas specific to Project Controls
  • Conduct or provide “Project Controls health checks” to the projects if requested
  • Lead Project Controls Team meetings and identify and assign staff to Project Controls positions consistent with the individual’s abilities and career development
  • Ensure the quality, timeliness, and consistency of Project Controls work produced by the department or project
  • Coordinate the provision of historical data and ensure it is meaningful and normalized for reuse by the Estimating Department
  • Other duties as assigned

  • Maintains constant vigilance for personal and surrounding worker safety, communicates unsafe conditions immediately, and provides direction as needed to ensure construction and design are performed in a safe and injury free manner during performance of daily tasks. 
  • Display and champion the Albemarle Core Values on the project team
  • Consult extensively with internal and external project team members, with a high degree of reliance placed on scientific interpretation and advice.
  • Initiate and maintain extensive contact with key engineering and construction management professionals of Albemarle and its vendors and service providers. 
  • Influence management on strategic technical direction.
  • Effectively advise the business on applicable technology and innovation in the field of engineering and construction management and control. 
  • Mentor  team(s) on technical and business aspects of projects.
  • Negotiate critical and controversial issues with top-level leaders and managers. 

Qualifications

  • Accredited five (5) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

Experience

  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • 10 or more years of experience in a petrochemical or similar industrial environment
  • Minimum of 8 years working as an engineering lead in a petrochemical or industrial manufacturing environment with progressive demonstration of experience on executing capital projects.  It is preferred that the experience is a mix of time in office as well as time in a plant or manufacturing environment.
  • Minimum 4 years of management or supervisory experience in an Owner organization
  • Minimum 2-3 years of experience working as an Owner engineer in an engineering service provider office location
  • Extensive in-depth knowledge of P&ID’s, mechanical, civil/structural/architectural, electrical, instrumentation and controls designs and drawings

Skills

  •  Working knowledge of AutoCAD and or 2D and 3D modeling tools
  • Excellent written and verbal communication skills.  Ability to communicate with senior level leadership within an organization.
  • Must pay close attention to details, follow high standards for accuracy and completeness, and accept constructive criticism from coworkers.
  • Effective at working with other staff members and plant personnel in a fast-paced environment.
  • Works effectively within a project stage-gate system environment including essential success factors for early phase and execution projects
  • Demonstrated knowledge of the ability to read, understand, and modify or develop project technical documentation across all technical disciplines
  • Must be able to solve problems quickly, completely, accurately, and to the satisfaction of all parties involved.
  • Knowledge of a variety of project contracting strategies
  • Ability to supervise internal and external multi-disciplined teams
  • Knowledge of project controls, including estimating, scheduling, risk management, and cost control.  Proficient at developing, interpreting, and evaluating project and technical reports including those used during detailed engineering
  • Master level capabilities in typical project controls tools and systems such as SAP, Excel, Primavera (P6), Cleopatra (or like estimating software), Milestone Pro, etc.
  • Demonstrated ability to work with project construction professionals to deploy and utilize constructability reviews during all project phases of development
