Job Description

- Bachelor ‘s degree in Mechanical Engineering or related field
- Minimum 5-8 years of Project Engineering experience in the turbomachinery field
- Comprehensive knowledge of the technical and commercial aspects of the industries Elliott serves
- In-depth understanding of customer requirements and needs
- Able to recognize potential problem areas and provide solutions to prevent recurrence
- Understands project cost structure and how to develop full and accurate cost totals
- Have good knowledge of Elliott industries Elliott Services, equipment, components, and auxiliary systems.
- Preferred knowledge of operational processes at Elliott
- Strong verbal and written communication skills in English and Chinese
PURPOSE OF THE JOB:
Primary Role will be to
- effectively manage & detail technical & commercial activities for bidding & execution phases of Engineered Products projects assigned
- to achieve on-time delivery and below budget of Elliott and sub-vendor equipment and engineering documentation
to assist in preparation ETSN EP Booking / Revenue / Margin for Plan, Forecast & Actual numbers, prepare and manage ETSN Revenue recognition and/ invoicing and report to ETSN Finance, EP Project Director and China General Manager on monthly or more frequent basis, as necessary
SPECIFIC JOB RESPONSIBILITIES/COMPETENCIES:
- Maintain/improve customer relations through direct interface with all levels in the customer organization on project coordination, document schedule status, and technical issues as follows:
- Ensure effective and responsible representation of Elliott Group at all times
- Maintain good rapport with customer at all times through open communications.
- Coordinate and maintain personal contact with customer expediters and inspectors during visits to Elliott and vendor facilities.
- Plan and organize a customer coordination meeting for each project to ensure agreement between Elliott and the customer on the requirements for the project
- Accountable for interdepartmental coordination when requested during pre-contract negotiations to provide information to Sales/Marketing as follows:
- Provide comments and exceptions to customer specifications in coordination with vendors and global Elliott offices
- Participate in order entry process to ensure internal documents define all contract commitments
- Define problems quickly and make critical decisions with appropriate authority levels, as necessary.
- Perform advance planning to avoid problems and delays which reduce profits.
- Responsible that all auxiliary systems are properly sized and designed to work correctly together
- Issue requisitions for all major purchased equipment to ensure delivery, price and technical requirements are met
- Reviews Sub orders/ manufacturing status / Inspection schedule / Delivery dates
- Review Monthly Progress Reports from vendors and prepare timely consolidated MPR for submission to Global project team for integration with customer submission Expedites vendor together with ETSN EP Purchasing & Expeditor in case of serious delays
- Review expediting activity reports with Purchasing & Expediting Engineer
- Make technical evaluations as necessary to achieve project goals.
- Monitor customer and internal changes or delays affecting schedules and profit levels
- Develop price and lead-time impact for customer-requested changes and negotiate final resolution. Take or approve corrective measures to improve the situation.
- Obtain customer acceptance of repairs to minimize scrap and delays to manufacturing schedule.
- Accountable for on-time shipment of engineered products, built to contract requirements and Elliott quality standards at (or above) budget profit levels as follows:
- Responsible throughout the life of the contract for updating the internal project documents.
- Translate project requirements into defined tasks and assure completion.
- Direct activities of all departments to achieve project goals.
- Conduct and attend technical meetings to review and resolve problems.
- Issue instructions to define and ensure completion of specific project requirements which fall outside of Elliott standard operating procedure.
- Establish drawing and engineering documents schedules, monitor on-time performance, and expedite when necessary to assure customer drawings and data are issued on time
- Support of Final Data Book print & copy & delivery to the customer in China
- Monitor vendor quality and timeliness and expedite as required to ensure on-time delivery of materials that meet project requirements.
- Coordinate shipping preparation and transportation as required to ensure on-time delivery and to minimize warranty costs
- Provide import customs clearance support, as necessary
- Execute usage on ERP modules to automate Project Engineering & Management activities
- Alert Field Service to site service work or training that the customer may be interested in purchasing.
- Assist Field Service in the execution of Field Service projects.
- Coordinate post-contract details between customer, Elliott Service, and Projects to ensure customer satisfaction at minimum Field Service cost and warranty expense as follows:
- Provide Service Department with information on the project regarding scope of supply, answers to questions on technical aspects, and other issues as required.
- Coordinate the delivery of backordered and short-shipped parts
- Assist Service Department in the resolution of all customer claims for non-conformance with customer contract requirements.
- Accountable for effective leadership of personnel as follows:
- Supervise interaction with Elliott and customer personnel.
- Direct, motivate, and control all personnel on assigned projects.
- Ensure adherence to company policies and procedures
- Participate in training of personnel to enhance performance
- Other work which may be assigned from time to time
