Today, we are recruiting for the “Project Procurement Manager” for Siemens Mobility Egypt to join our High-Speed Train Project Team in Egypt. Job Summary: Planning, coordinating, and managing assigned project procurement activities to ensure compliance, cost efficient and on-time delivery of material and services for the High-Speed project according to identified project requirements. Your new role – challenging and future-oriented Plan, coordinate, executes and monitors all Procurement and if required Purchasing activities for the High-Speed project for the purchases of goods and services and equipment, both direct and indirect supplies. Develop and maintain (in conjunction with the project team and discipline managers) an overall procurement execution plan for purchasing long-lead equipment, off-the-shelf equipment, and bulk materials and goods consistent with the overall project milestone delivery schedule. Guaranteeing and observing proper sourcing processes with all involved stakeholders and sensitize cross-functional partners for Procurement related practices processes to meet project and business requirements and to deliver optimum impact for the business relating to budget, availability and quality incl. achievement of dedicated Procurement targets (e.g., by Procurement plan, target-costing, supplier quality, eAuction, etc.). Analyze scope of supply, contractual obligations and exactly understand customer’s functional needs. Identify Procurement risks, opportunities, potential changes, claims and market forces during the entire project, together with Global Commodity Management, to avoid potential damage / exploit potential. Lead contractual negotiations incl. development and negotiation of project specific frame agreements and price negotiations to secure project targets with optimum conditions e.g., Total Cost of Ownership (ToCO). Conduct eSourcing activities based on ANC. Ensure and conduct supplier qualifications & project-specific supplier evaluations (project evaluations) and supplier development activities. Follow-up with suppliers regarding NCC costs. Ensure & conduct compliant supplier selection as per applicable processes and procurement guidelines for direct and indirect sourcing scope Clarify internal indicators for project controlling and compile all relevant information to submit qualified reports (e.g., for the project team, Procurement management). Proactively ensure resources availability, status, transparency and alerting of deviations. Be proactive and ensure effective working relationships & communication with the internal & external customer and collaborate in proactive manner with project delivery teams and various cross-functional partners and suppliers to ensure relevant information is communicated to improve the flow of value. Your qualifications – solid and appropriate Bachelor's degree in supply chain management, economics, finance, operations, engineering or a related area. Master’s degree preferred. Proven track record of at least 8 years in managing procurement demand in large/complex projects, preferably railway turnkey projects, multi-national business environment an advantage. Able to run procurement and subcontracts as a professional service delivery Experienced knowledge of contracting practices and strategies, regulatory requirements, legal and compliance risks. Excellent quality and documentation management knowledge and experience. Excellent written and spoken English & Arabic skills. Additional required skills for the role: Excellent communication and influencing skills at project level with both internal and external stakeholders and with people in Headquarters. Very good experience in working with a multi-national company. Strong analytical and problem-solving skills. Skillful negotiation and risk management for large programs. Deep and comprehensive understanding of commercial & technical project management. Working knowledge of planning, scheduling, cost control, and quality control functions.
