Job summary:

Ningxia Western Cloud Data Technology Co., Ltd (NWCD) is a newly formed independent company that aims to be a nationwide leader in providing public cloud services to China based and multi-national companies with customers in China. Headquartered in Zhongwei of Ningxia, it is a fully licensed and certified IDC and ISP provider. Through Ningxia Western Cloud Data’s strategic cooperation with AWS, it will be the operator of AWS Cloud services in the Ningxia Region. Ningxia Western Cloud Data Technology Co., Ltd is a strong contributor to the comprehensive upgrade of technology infrastructure, development of talent and expansion of the cloud ecosystem of Ningxia province and is investing heavily to develop its capabilities in Ningxia and beyond.

Although we are a relatively new company, we have ambitious goals and seek innovative/talented individuals to join. This role is a key member of the company core leadership team, reporting directly to the General Manager of the Company. The successful candidate will be able to proactively build relationships with key policymakers, IT decision makers, executives in government and other relevant organizations, helping to prioritize international, national, and regional government public policy issues faced by company. He/she will address policy risks to the business as well as advance strategic business opportunities, and initiatives in these market segments. This position will also lead company’s participation in key business associations and coalitions, that are critical to advancing our public policy and business objectives. Besides, this is a job working in a fast-paced environment, where every day brings new challenges and new opportunities. He/she should have excellent business judgment and communication skills, to closely drive the work across internal and external stakeholders to define solutions.

Job responsibilities:

• Develop and implement domestic government affairs advocacy objectives and policy/political priorities for the company.
• Enable a technology friendly regulatory environment for the growth of company by actively leading company’s participation in key business associations and coalitions.
• Work collaboratively and transparently with internal stakeholders to ensure alignment across core business priorities, public policy goals and “go to market” strategies.
• Assess and communicate potential regulatory challenges, government sector market segment (revenue) opportunities and threats, developing mitigation/enhancement strategies and policy positions, and coordinating external advocacy efforts, outreach programs and key initiatives in concert with company business objectives.
• Facilitate high-level meetings between company executives and external key stakeholders, including senior government officials, regulators, industry association, and alliance partners, to promote/advocate the company’s public policies.
• Determine, maintain and staff appropriate corporate membership opportunities in industry associations/coalitions on behalf of company.
• Engage with regulators to solve operational issues of the company

Job requirements:

• Seasoned in public policy development pertaining to information technology related issues, such as ‘innovation and/or digital agenda’; Cloud computing related policies such as IT procurement, national/local government IT and data management reform; Government IT policies on infrastructure/applications, information security, privacy protection, liability limitation, Internet access, IT services, corporate compliance, requirements for critical services (ex. finance, healthcare), export control and association leadership experience.
• Highly effective oral, written and interpersonal communication skills bilingually (Chinese and English); Demonstrated ability to effectively interact at highest corporate, political and educational institution level.
• 10+ years of experience representing a large company or trade association, preferably but not necessarily in the Internet/tech industry.
• Maintain highest personal levels of ethical conduct, confidentiality and integrity, with a strong professional reputation in the industry.
• Self-starter with proven track record of successfully working with a wide array of functional groups across organizations and culture.
• Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals, understand business implications, and synthesize policy documents for internal and external customers.
• Demonstrated ability to build and foster effective relationships/networks with others.
• Ability to influence, negotiate with, and persuade others. Demonstrated capabilities in walking through ambiguities with sound judgments and solid political acumen.
• A Bachelor degree is required, preferably in a relevant major (Law, Political Science, Public Policy, etc.). Be inquisitive and enthusiastic about technology.
• Knowledge of China legislations and policies in the fields of cyber security, data protection, telecommunications, public procurement and cloud computing is highly preferred.
