Purpose:

The position holder will drive and execute the China affiliate direct purchasing and in-direct purchasing activities, liaison with supply /demand forecast, generating purchasing plan, tracking and improving purchasing activities.

Main responsibilities include enhancing the affiliate operation concept and direction, be compliance with country related laws and regulations, strictly operate under affiliate quality management system, be responsible for medical products purchasing and management, and other tasks that assigned by leaders. The position holder will facilitate the communication between China stakeholders and suppliers, global supporting functions.

Responsibilities:

1. Purchasing activities management under GSP

? Purchasing medical products, ensure the sourcing from qualified suppliers strictly according to GSP and other applied regulations

? Responsible for collecting suppliers licenses/ qualification and validate accordingly, ensure the suppliers’ regulation compliance, quality assurance and quality reputation. Onsite inspection with Quality department when necessary

? Responsible for collecting suppliers’ sales personal qualification, assist Quality department for verification and confirmation, ensure sales personal identification

? Responsible for collecting medical products related documents and verify according to regulation, ensure the purchased medical products are compliance with legal and quality requirement

? Sign Quality Agreement, clarify quality clauses, and execute accordingly

? First battalion information for company and products collection, then validated by QA, operation only can start after Quality responsible approval

? Purchasing of medical products must be supported with validated document, ensure invoice, accounting and physical flows are aligned with each other

? Record purchasing activities in system and filed according to regulation and policies

? When purchasing medical products from overseas, ensure related documents for drug importation are obtained

? Conducts quality inspection on purchased medical products with Quality function

2. Indirect purchasing activities management- Greater China

? Develop and execute procurement strategies across Greater China purchasing activities

? Evaluate and enhance operations while increasing productivity

? Perform cost analysis and set appropriate benchmarks

? Manage budget for in direct purchasing and improve efficiency

3. Manage suppliers both internal and external, drive process implementation and improvement, facilitate related communication

? Communicate to suppliers according to forecast, planning for supplying process

? Evaluate monthly allocation for constrained products and develop scenarios, notifying suppliers of changes in volume forecast and ensuring changes are implemented

? Identify business opportunities, drive improvement actions,

4. Implementation of Policy and KPIs

? Define and implement agreed policies across all finished products,

? Analyze and report suppliers performance, then define and implement corrective actions

? Classify and quantify supply exceptions, notifying any impact to contractual inventory

? As part of the DRM, identify and report on inventory cover, potential stock outs/risks and slow moving and obsolete inventory

5. Stakeholder Management and Leadership

? Manage stakeholder relationships to ensure reasonable expectations are understood and met

? Lead with a customer-focused mindset �C with the objective of purchasing and supply meeting sales plan and customer needs

Education

• Bachelor’s or Master’s degree major in pharmacies, chemical, biological or other related field
• English language business level

Experience

• Experience in demonstrating leadership, influencing and collaboration in a multi-cultural environment
• Product knowledge tied to experience
• Ability to influence and shape decisions cross-functionally across all levels
• Ability to manage multiple priorities for multiple business units and stakeholders
• Strong communication skills, oral and written
• GSP, GxP related operation experience is a must, experience in purchasing, planning will be a plus
