• Manage all purchasing categories database establishing and analysis, and optimize the purchasing resource .
• Responsibilities related to the strategic category/s and purchasing development.
• Drive and support buyers implementation procurement project ,ensure deliver right source result.
• Actively works with buyers in setting clear category objectives, supply market intelligence and plan to achieve goals.
• Drive continuous procurement improvement process ,monitor purchasing audit fulfilment.

Job Description

Responsibilities:

• Support procurement head with short-term purchasing plan& long-term strategic category/s setting
• Manage and coordinate the procurement plan fulfillment .
• Take ultimately responsible for purchasing financial analysis and saving achievement
• Maintain data and develop regular procurement report
• Initiate research and analysis of the external market, competitors and internal development to ensure that proactive purchasing strategy, and develop creative purchasing direction to increase successful sourcing result
• Develop and enhance procurement process and management, and audit internal sourcing result and process implementation consistence and sustainability.

Purchasing Skills :

• Be familiar with procurement policy /process, sourcing analysis
• Rich experience with related market intelligence and procurement development
• Strong Sourcing capability in similar field
• Experienced in category &project management
• High level communication and interpersonal skill; ability to work with people at all levels.
• Rich experience with RFI,RFB,RFQ in accordance with technical and internal requirements
• Ability to manage and report on financial sourcing performance
• Ability to develop and work in solution-oriented and analytic way
• Analytical and outstanding judgment skills in complexity situation
• Commercial awareness and negotiation skill essential.

Requirement:

• At least 10 years work experience in purchasing management
• Procurement development and similar industry background is preferred
• Good command of written and oral business English
• Integrity is a must character in whole purchasing process
• Positive attitude for work pressure and challenge
• Acceptable necessary business travel
