    Summary

    About the Position:
    This is a Defense Contract Management Agency (DCMA) position within DCMA International Command, DCMA Pacific (Singapore), Technical Group, Technical Team at Taichung, Taiwan

    TOUR LENGTH: 2-years accompanied or unaccompanied

    This is a Dept. of State (DOS) Chief of Mission location, as such the incumbent and family members are required to pass a medical clearance examination. The Agency "does not" cover the cost of medical examinations of family members.

    Responsibilities

    • Responsible for implementing the overall Quality Program for a diversity of products and services in support of U.S. Government acquisition at one or more supplier?s facilities.
    • Performs as a functional specialist and is responsible for identifying, understanding, proofing, measuring, and analyzing contractor production process capability; and for promoting continuous improvement.
    • Develops and implements a surveillance plan which begins with clear objectives supported by a master schedule that includes identification of contractor and sub-contractor production needs.
    • Assures the proper flow-down of contract requirements, across multiple disciplines, by validating that the contractor has a prescribed method for properly extracting and translating these requirements into the appropriate inspection media.
    • Independently performs audits/surveillance of contractor?s processes to ensure customer and contractual requirements are met.
    • Collects, analyzes, and interprets data at selected performance measurement points to aid in determining the capability, including strengths and weaknesses, of any given process or sub-process.
    • Prepares team reports and briefing charts as required by the Team Leader, or by regulations from DCMA headquarters, or from other DoD agencies.
    • Provides recommendations on the appropriate levels of surveillance based on risk. Collects and analyzes data on customer tasks and, when warranted, discusses changes with the customer.

    QUALIFICATIONS: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

    To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: Experience to apply and evaluate fixed wing Aircraft Quality Assurance production concepts, methods & process reviews to determine manufacturing processes and product conformance; product examination experience to identify nonconforming materials and processes and background with Critical Safety items and Flight Critical Safety processes.

    Education cannot be substituted for experience.

    Time-in- Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    • If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
    • Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.

    TAICHUNG, TAIWAN:

    • Department of State (DOS) requires a thorough medical clearance examination with various vaccinations (vaccinations may include Hepatitis A&B, Typhoid, Influenza/Diphtheria/Pertussis, Measles/Mumps. Rubella, Pneumococcal, Polio and Varicella). Family members must also pass a medical clearance examination. The agency does not cover the cost of the medical clearance examination for family members.
    • Foreign Affairs Counter Threat (FACT) Training is a mandatory Dept. of State (DOS) 5 day training course for employees who travel overseas. Once completed the certification is valid for 5 years.
    Passport/VISA: Use of a tourist (blue) passport is REQUIRED for all travel to and through Taiwan, including for transits, layovers, or plane changes. You CANNOT travel to Taiwan using ID cards, orders, and official (Maroon) and diplomatic (Black) passports. It is NOT AUTHORIZED for any reason including transits. You must obtain a Visa prior to travel and the Visa will be placed in the tourist passport.

    Housing: American Institute of Taiwan (AIT) contracted housing is provided; typical housing is a fully furnished and size will depend on family size and grade. Please be aware that storage is not provided for you in Taiwan. Electrical Outlets are 110 - 120 volt the same as U.S. and Canada. All appliances and electronics should function in Taiwan as they did in the United States.

    Vehicles: Shipping of POV is authorized into Taiwan. There are requirements for your vehicle you should know which can be obtained through the AIT. Used cars can be purchased locally from departing AIT employees. Please be aware that minimal downtime between receipt of your vehicle to actually driving it is approximately 5 weeks.

    Schools: School information will also be provided to you in the welcome packet from AIT. There are schools for Americans in the Taichung area, but please be aware there are admitting procedures and admittance into a school is not guaranteed.

    Medical: Medical facilities are available at AIT and if a situation happens that the clinic cannot be used you will be referred to an off-post facility. It is highly suggested you retain medical insurance that can be used in the overseas environment to defray out of pocket expenses.
    • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees..
    • All selections under an announcement must be made within 6 months from the issuance date of the certificate referral list.
