The Position

Vital Strategies is looking for a qualified a candidate for the position of a Research Lead. This position supports the China CDC Tobacco Control Office and the Tobacco Control Program Team at Vital Strategies China Office in enhancing existing research projects, identifying new research topics and establishing research programs to advance tobacco control policies in China, including interpretation of data for health policy, NCD and beyond. The position is based in Beijing and the incumbent will report to the Deputy Director – Tobacco Control of the Vital China Office.

Specific Duties

• Assist the Deputy Director – Tobacco Control of the Vital China Office in drafting policy recommendations based on policy analyses and support the Tobacco Control Department at the Union in producing relevant position papers in the China context;

· Monitor activities of the tobacco control agencies and tobacco industry in China daily. Conduct interviews with key stakeholders, as needed, to collect information and regularly share intelligence with The Tobacco Control Department at the Union and discuss any actions needed;

· Work closely with The Tobacco Control Department at the Union in planning of activities to strengthen implementation of tobacco control policies, including those that strengthen implementation of local laws and those that counter industry movements and strategies;

· Coordinate with Bloomberg partners in the planning and implementation of tobacco control activities particularly related to strengthening policy implementation and countering industry movements in China, including disseminating and adapting relevant materials for China;

· Play a leading role within the full research cycle of the program from initiating new research ideas, reviewing literature, designing research and developing proposals, identify funding opportunities, applying for grants, performing data collection and data analysis, and writing and publishing papers in collaboration with the Tobacco Control Department at the Union;

· Liaise with local and international researchers in forging new collaborations;

· Other duties as assigned.

Qualities and Qualifications

• Minimum Master’s degree in a relevant field (e.g. public health, public policy, economics, sociology, political science and law); PhD degree preferred

• Good research and analytic skills and strong interest in public health research; prior experience in conducting investigative research, including desk research/gray literature reviews and synthesis, particularly related to countering corporate influences is a plus

• Demonstrated research and investigation capabilities. Prior publishing record is a plus

• Quantitative analytical skills are required

• Competency in academic writing in both English and Chinese

• Up to 20% of domestic and international travel is required

• Competent compensation commensurate with education and experience will be provided

• 牵头项目研究周期内的所有工作，包括发起新的研究课题、查阅文献、设计研究方案和制定计划书、寻找资助机会、申请资金、开展数据收集与分析、以及与联合会控烟部合作撰写并发表论文等；

• 与地方及国际研究人员联络，推动开展新合作；

• 完成交办的其他任务。

资质要求

• 相关专业的研究生学历及以上（公共卫生、公共政策、经济学、社会学、政治学、法学等），博士学历优先；

• 良好的科研与分析能力，并对公共卫生研究具有强烈兴趣；具有包括案头研究、灰色文献综述与回顾等调查研究经验作为加分项，尤其是应对企业影响领域的研究经验；

• 具备科研与调查能力，有发表经验者优先；

• 具备定量分析能力；

• 拥有中英文学术写作能力；

• 此职位有国内外出差要求，最多占工作时间的20%；

• 薪酬优渥，与教育背景及经验相当。
