Job Description
Mastercard’s Global Regulatory team is responsible for liaising with key regulators and law enforcement officials for the purpose of preventing or minimizing the impact of adverse regulations on the company’s profitability and growth potential. This newly created position will report both to the Vice President, Regulatory Operations based in Purchase, New York and the Senior Managing Counsel, Regulatory Asia Pacific based in Singapore.
Role
The Regulatory Compliance Officer, Regulatory Affairs AP will be have specific responsibility in relation to Mastercard’s interaction with the Hong Kong Monetary Authority as well as more general responsibility (including in relation to markets outside Hong Kong) as described below. The role will be only the second time Mastercard has hired to cover Regulatory Compliance at an individual market level in AP and the successful candidate is expected to bring experience and perspectives that will be valuable in building a broader AP Regulatory Compliance function as well as to provide support in other markets on a flexible and evolving basis. Role
The Regulatory Compliance Officer, Regulatory Affairs AP will be have specific responsibility in relation to Mastercard’s interaction with the Hong Kong Monetary Authority as well as more general responsibility (including in relation to markets outside Hong Kong) as described below. The role will be only the second time Mastercard has hired to cover Regulatory Compliance at an individual market level in AP and the successful candidate is expected to bring experience and perspectives that will be valuable in building a broader AP Regulatory Compliance function as well as to provide support in other markets on a flexible and evolving basis. Specific aspects of the role:
- Provide assistance to Mastercard’s Hong Kong business and relevant Regional and Global staff in interaction with the Hong Kong Monetary Authority as well as other regulators in Asia Pacific including drafting and internal and external discussions in accordance with internal processes and procedures
- Support with the timely submission of regulatory filings in Hong Kong and elsewhere as required and response to periodic requests for information in accordance with internal processes and procedures
- Support with the monitoring of regulatory developments
- Conduct local training/monitoring
- Provide flexible support in respect of similar matters in markets outside Hong Kong as required
- Participate in multi-dimensional projects relating to Regulatory Compliance and more broadly to enterprise and operational risk, audit (internal and external), policies and procedures, record retention, change management, legal entities, controllership, internal reporting and metrics
- Successfully navigate throughout the organization by partnering effectively with individuals from other departments and delivering results. Also Partner with regional/divisional management team in advising on issues related to Regulatory Compliance
- Work in close collaboration with other members of the Law and Franchise Integrity Department in view of delivering an outstanding service to the business in a spirit of an integrated and streamlined approach which fits both into the local/regional and global strategy
- Support the business in its commercial and strategic objectives
All About You
- Graduate of an established and reputable university
- Fluency in English and Cantonese (including specifically at a technical business level) is a requirement. Excellent written and oral communication skills a must
- Direct experience of regulatory compliance in a financial services or payments organization
- Track record of interaction with the Hong Kong Monetary Authority. Track record of interaction with or support of interaction with regulators in other markets a significant advantage
- Knowledge of banking and payment regulation in Hong Kong
- A self-starter and able to work in an unstructured environment
- Flexible and interested to take on the challenge of other markets in AP and changing responsibility over time
- Proven success in navigating multi-national organizations and operating effectively within a diverse multicultural organization
- Must demonstrate a proactive, time sensitive, results driven approach in carrying out all duties, obligations and responsibilities
