Job

The appointee will be responsible for the following main duties:

1. Manage capital works projects and exercise close control on quality of works, project budget and expenditure.
2. Liaise and co-ordinate with the contractor, the project team, and other parties on matters related to architectural details, materials and workmanship, builder’s work requirements, statutory compliance, contract requirements and issues related to site progress.
3. Facilitate smooth interface between respective hospitals, government departments, contractors, professional consultants, and other stakeholders.
4. Monitor contractor’s progress according to the agreed programme, identify reasons for any delay and advise on necessary regulatory actions.
5. Manage, monitor and report the performance of the professional consultants and/or works agents appointed for delivery of respective project.
6. Manage and monitor the preparation of contract documentations, cost plan, project programme, estimates, cash flow and final account.
7. Attend site and co-ordination meetings.
8. Inspect and witness site tests.
9. Perform any other duties as required to facilitate implementation of capital works projects of the department.
   
   

Requirements

1. Member / Corporate Member of a professional institution, i.e. the Hong Kong Institute of Architects, the Hong Kong Institution of Engineers in Civil Engineering, Structural Engineering or Building Services Engineering disciplines or equivalent.
   
   

Preferred Attributes/Exposure

1. Considerable experience in handling major capital works projects.
2. Conversant with Hong Kong construction and building related legislations and government procedures and policies on delivering public projects.
3. Ability to communicate effectively in both English and Chinese, with good presentation skills.
4. A high degree of self-motivation and strong organizational ability.
5. Knowledge of MS Office, project management and database software.

Remarks

1. May be required to work in another work location to meet service needs of the HA.
2. Selected candidates will be subject to posting to various clusters in HA and/or HA Head Office and/or project sites, in shifts and/or irregular hours, as services/operations required.
3. Appointment will be on contract terms for a period of 2-3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance.
4. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA.
