Job Description

In this role, you will lead aspects of Risk Management, Crisis Management, and Business Continuity for multiple Global Facilities Operations (GFO) sites. This position reports to the Director of Risk Management in Global Facilities Engineering  

 

The main responsibilities of the role include:   

Risk Management:  

 

  • Working closely with the partner groups including site and functional leadership, use of the Amgen Operations risk management framework and processes to identify and eliminate appropriate risk in aspects of Facilities and laboratory operations for GFO sites.  

  • When requested this role will also provide risk management support for capital construction projects.  

  • This position will also use risk as a criterion for the efficient allocation of capital dollars and workforce resources. 

 

Crisis Management:  

  • Working closely with site leadership, functions and integrated service providers (ISP), this position will be responsible for effective crisis management at the AMA and ACI GFO sites.   

  • This role will help facilitate the Amgen Thousand Oaks Site Incident Management Team (IMT) and other GFO sites.   

  • This position will be responsible for the development and upkeep of site crisis management plans including roles and responsibilities, communication protocols etc. 

 

Business Continuity:  

  • Working closely with our ISPs.  

  • This role will be responsible for the management and the upkeep of business continuity plans for the ATO, AMA, and ACI GFO sites.  

  • This position will also work closely with the functional leaders at the GFO sites to coordinate the development of site-wide business continuity plans.  

  • A key aspect of the business continuity plan would be to maintain a process to assess, repair, and recover buildings, laboratories, and other facilities damaged by natural disasters. 

 

  • Maintains a registry of GFO top risks and facilitates executive management review. Identifies risks and evolving threats. Ensures facilitation of risk assessments per annual Risk Plan, to determine risk level and avoid business interruption. Monitor and drive risk reduction mitigations.  Ability to develop business cases for risk-driven projects. Assesses insurance provider recommendations on risk quantification and investigates means to reduce risk. 

 

  • Helps to manage the development and delivery of emergency and crisis management training of all teams. Implement strategies and assures effective and current emergency and crisis management and business continuity plans for processes, supplies, maintained equipment, and training to sustain bench-strength in key response positions. Facilitates tabletop and full-scale site exercises, and incorporates lessons learned.  Supports the Thousand Oaks Earthquake Planning Scenario. 

  • In the event of an incident, supports site and regional incident management teams and liaisons with global incident support teams to ensure a coordinated response, recovery, and communications. 

 

  • Maintains a network of working relationships internally and externally with local, state, and federal jurisdictions, utility providers, and critical recovery providers. Liaises with Global Security, Global Business Continuity (BC), Environmental Health & Safety, Site Leadership, Critical Business Units, Integrated Service Providers (ISP), Automation system owners, volunteer staff, and external responders. Coordinates with Information Systems on Disaster Recovery. 

 

  • Supports ISP Risk and Business Resiliency documents and program. Supports working ONE TEAM ISP BC meetings & Governance metrics. Operates with ONE TEAM guiding principles. 

 

Basic Qualifications: 

  • Doctorate degree OR 

  • Master’s degree and 2 years' experience in Risk Management, Crisis Management, 

  • Business Continuity or in an operational role with a strong focus on risk management OR 

  • Bachelor’s degree and 4 years’ experience in Risk Management, Crisis Management, 

  • Business Continuity or in an operational role with a strong focus on risk management OR 

  • Associate degree and 10 years’ experience in Risk Management, Crisis Management, Business Continuity or in an operational role with a strong focus on risk management OR  

  • High school diploma / GED and 12 years of experience in Risk Management, Crisis Management, Business Continuity, or in an operational role with a strong focus on risk management AND  

  • 2 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources 

 

 

Preferred Qualifications: 

  • 4+ years’ experience in Biotech, pharmaceutical, device or GXP or in other industries with a strong focus on risk management. Knowledgeable about Manufacturing, Facilities & Engineering, Warehouse and Distribution operations, Laboratory Operations, Quality Assurance. 

  • Experience in developing and successfully implementing cross-functional strategic programs across a network of operational sites. 

  • Experience with risk management frameworks, processes and tools and experience in using risk as a criterion to make business decisions. Familiarity with risk management software systems. 

  • Emergency, Crisis Management, Business Continuity, or IS Disaster Recovery Certification (e.g., DRII Certified business continuity professional). 

  • Delivery of emergency, crisis or risk management, disaster recovery, or business continuity programs. Familiar with BIA (Business Impact Assessments) to identify crucial or vital business processes. 

  • Leading, planning, and maturing exercises. 

  • Ability to deliver emergency, crisis or risk management training such as: Command Team, Incident Management, Medical, Search and Rescue, Haz Mat, ATC20-based inspection experience and training. Familiar with OSHA and equivalent training requirements. 

  • Experience leading incident response, gathering intel, ensuring action item tracking. 

  • Program or project management. Business cases, and analysis. 

  • Self-motivated, proactive, independent and adaptable. Flexible to adjust workload based on changing priorities. 

  • Excellent interpersonal, verbal and written communication, presentation & facilitation skills. 

  • Able to represent Amgen to external partners. 

  • Systems Experience: Continuity Logic Frontline Live, Send Word Now and Everbridge emergency notification, Metrics Stream risk systems experience.  

  • Budget Management: Forecasting, Purchase Order and Invoice approval, managing to budget. Contract negotiation, vendor management or supply chain experience. 

  • Risk assessment facilitation Continuous Improvement: Operational Excellence, Six Sigma, etc.
