The Risk Policy Senior Officer I is a strategic professional who closely follows latest trends in own field and adapts them for application within own job and the business. Typically a small number of people within the business that provide the same level of expertise. Excellent communication skills required in order to negotiate internally, often at a senior level. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Accountable for significant direct business results or authoritative advice regarding the operations of the business. Necessitates a degree of responsibility over technical strategy. Primarily affects a sub-function. Responsible for handling staff management issues, including resource management and allocation of work within the team/project.
Responsibilities:
- Manage global and more complex Fundamental Credit Review (FCR) report entities of consumer portfolios
- Assess quality of assigned portfolios, including identification and evaluation of emerging risks
- Assess effectiveness of the credit risk processes and standards of assigned entities to promote leading practices and identify opportunities for improvements
- Review and assess the appropriateness, completeness and usage trends of the credit risk components of the Risk Appetite framework for the assigned portfolios
- Provide autonomous assessment of the accuracy and appropriateness of risk ratings and classifications of the assigned portfolios
- Assess business/risk staffing models to ensure appropriate resources for assigned entities
- Ensure that Corrective Action Plans for assigned businesses are appropriate, monitored and duly validated addressing concerns resulting from FCR Reviews or Business Monitoring
- Ensure that FCR documents including the Credit Assessment Documents and the Fundamental Credit Review Reports meet quality and consistency standards
- Assists the FCR Region Head on regional and/or global tasks
- Keep FCR senior management informed of any concerns and/or emerging risks that may jeopardize their Review Entities
- Aids Quality Assurance activities as Subject Matter Expert
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:
- 10+ years experience in Policies/Analytics/Decision Management
- Ability to think and make decisions in high risk scenarios, appropriately assessing a situation based on available data, experience, intuition, and judgment
- Work under pressure
- Able to handle multi-task
- Good project management skills
- Able to interface with various levels of management in Global/Region/Business and across functions
- Knowledge in consumer risk management credit cycle processes and asset product operations
- Candidates must have effective negotiation skills, a proactive and 'no surprises' approach in communicating Risk issues, strength in sustaining autonomous views
Education:
- Bachelor’s/University degree, Master’s degree preferred

- The candidate will be the primary liaison between Global Consumer Independent Risk – CCAR 14M/Q, FFIEC GPO team (Global Process Owner) and associated technical teams / initiatives.
- Responsible for guidance, oversight and challenge for Technology development work, CitiRisk reporting, GENESIS/RegInsight transition and data aggregation processes. Guidance on new infrastructure requirements in coordination with RDSO team.
- Responsible for GPO activities related to Change Control processes, Issue Management and Resolution (IMR) initiatives, rules and systems testing (UAT, etc.) and managing dedicated Shared Services resources in related activities.
- Leading role in transitioning CCAR Retail and FDIC regulatory reporting toward a centralized platform (GENESIS/RegInsight) while ensuring no slippage of standards.
- Leverage technical knowledge and subject matter experience in CCAR Retail reporting rules provide oversight for Technology implementations, identify and execute opportunities for improvements.
- Frequent interactions with Risk Governance and Technology with ability to act independently and exercise judgement to escalate issues appropriately.
