The Secretary-General (SG) is the executive head of the IPCC Secretariat which comprises some 70 staff providing support to the Council in performing its statutory functions. The SG is responsible for the administration of the Secretariat and is the Controlling Officer for the management of financial resources allocated by the Government.
The Role
Appointed by the Council on terms of employment approved by the Chief Executive on the advice of the Council, the successful candidate is expected to assume duty in early 2021. The main duties of the SG are –
- to execute IPCC’s decisions;
- to ensure that adequate and high-quality support and service is provided to IPCC;
- to assume overall administration and supervision of the Secretariat;
- to scrutinize investigation reports on reportable complaints and other reports on thematic subjects relevant to reportable police complaints, and formulate proposals and recommendations on matters which come under IPCC’s purview;
- to support the Chairman / Council in public communication and stakeholder engagement activities; and
- to serve as Controlling Officer in the relevant Government’s Head of Expenditure and liaise with various Government departments on IPCC related matters.
Requirements:
- a bachelor’s degree from a Hong Kong university or equivalent;
- at least 10 years’ management experience in public administration, preferably with exposure at senior management level comparable to directorate grade in the civil service and/or public bodies;
- possesses strong leadership skills, impeccable integrity and political acumen;
- capable of collaborating with a diverse governing board and developing effective strategies to deal with issues and deliver results; and
- strong language and people skills, including excellent command of Chinese and English.
