Summary: The U.S. Consulate General in Wuhan is seeking eligible and qualified applicants for the position of Security Investigator.
Work Schedule: Full Time (40 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The incumbent is the FSNI for the RSO Section. Acts as the direct liaison between the RSO and senior Chinese police/security officials on a variety of issues, to include protective services for VIPs, perimeter security for the compound, criminal incidents and residential security. The incumbent plans, conducts and/or oversees the background investigations and periodic security clearances updates for locally employed staff (LES). On behalf of the RSO, the incumbent conducts complex and sensitive criminal investigation involving/impacting American personnel and their dependents. The FSNI is responsible for providing to the RSO periodic analytical reports on the criminal environment/developments in Wuhan’s consular district. Must act as a translator for RSO at liaison meetings and for special programs/briefings for all LES staff, to include chemical-biological awareness briefings and counterintelligence/defensive refresher briefings. Under the direction of the RSO, supervises Post’s WMD program.
Qualifications and Evaluations
Education: Bachelor’s Degree in law, international relations, management, business, English, psychology, sociology, information technology or computer science is required.
Requirements:
EXPERIENCE: A minimum 3 years of experience in investigations, law enforcement, customs and other security related field or experience in gathering, analysis and evaluation of facts and information required.
JOB KNOWLEDGE: Must have an in-depth knowledge of Chinese civil and criminal laws. Must be able to locate sources of documents and information pertaining to crime, marriage, divorce, adoption, military service, driving and related issues. Must understand the structure and responsibilities of the various Chinese police and security agencies.
Evaluations:
LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing of Chinese Mandarin. Level 4 (Fluent) Speaking/Reading/Writing of English is required. (This may be tested.)
SKILLS AND ABILITIES: Must be able to establish and maintain liaison relationships between Chinese Security/Police agencies and multiple U.S. Government federal/state agencies (for protective services and criminal investigations). Ability to translate complex terms/concepts from English into Chinese orally and in written form – e.g., chemical-biological awareness briefings, counterintelligence briefings, security notices, RSO memoranda, and investigative techniques as required. Must independently research such topics to remain abreast of current developments.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
