Job Description
Siemens Mobility Limited are recruiting for a Senior Apprentice Programme Manager for our Education & Skills (Training) function of the Siemens Mobility business. This role is responsible for leading on the activities of programme management of apprentices, managing, and coordinating Apprenticeship Standards Delivery within Siemens Mobility (SMO) and externally under the National Training Academy for Rail (NTAR). The role is responsible for ensuring the end-to-end process for apprenticeship delivery is followed, planning for the entire learner journey. Leading a team of account managers, you will ensure all apprenticeship standards provided as SMO / NTAR are delivered on time and to standard. You will have good knowledge of the relevant standards and qualifications, and create and develop relationships with all stakeholders, including the internal and external customer, colleges, and other partners. The role reports into the Head of Governance / Business Development and works closely with the Competence Assessment and Verification (CAV) professional group and the Siemens Mobility Professional Education (SMOPE) team. We are flexible on where the ideal candidate will be coming from, although there will be regular travel to our locations in Chippenham and Northampton as well as our other locations across the UK. What are the Responsibilities? Programme Management of Apprenticeship Standards Understand all qualifications and end to end process for apprenticeship delivery. Understand how the apprenticeship levy is managed and understand the Ofsted inspection framework and participate in the Ofsted Super Group. Plan & manage the learner journey end to end for the qualification including, but not limited to, onboarding, Apprentice Agreements, Commitment Statements, contracting, training, apprentice visits, safety critical assessments, NVQ assessments, Gateway Evidence, End Point Assessment Management, and Safeguarding. Provide monthly learner progression data and scorecard. Provide weekly learner progress updates and requirements for interventions. Manage the evaluation of the effectiveness and enhancement of the programmes, exploring trends, innovations, and applications within the industry. Manage Learners Set and manage targets, ensure these are aligned to other stakeholders e.g., Line Managers, CAV, SMOPE. Navigate the Learner Management System and analyse relevant data. Conduct monitoring visits, liaising with CAV where appropriate, facilitate the assessment of competences against the standard. Provide feedback to learners in line with the assessment and individual learner plan. Provide pastoral support in line with contractual obligations, develop the community to maximise learner well-being and forge links across sites and externally where appropriate. Manage the delivery of apprentice engagement / satisfaction at work. Manage nationwide delivery network Develop relationships with colleges and sub-contractors to support apprenticeship programmes, ensuring the standards required are met – to include due diligence, learner reports and education standards). Work with CAV and SMOPE to ensure that the network of partners is compliant and competent. Maintain strong relationships with NSAR (National Skills Academy for Rail) and with accrediting / awarding bodies to ensure Siemens maximises the benefit of cross industry training delivery initiatives. Customer Relationships Create and develop relationships with all account stakeholders. Manage customer meetings and provide relevant follow up and reporting. Design and implement onboarding process for new customers and new learners. Undertake demand planning with customers and advise on recruitment strategy. Work with CAV to design and implement customer review mechanisms and processes and own day to day relationship with each customer, to include learner voice. Design and report key performance indicators to each customer. Collaboration with internal Siemens and external customers to identify and deliver the competence requirements for their area of responsibility. Develop a relationship with the customer that provides a stable foundation for future business opportunities. Collate and respond to customer feedback to ensure Siemens Mobility builds trust and confidence in the market. Entry Level Talent - Audits and OFSTED Support SMOPE, Head of CAV, and Head of BDG, in contractual obligations for OFSTED. Support the head of SMOPE with the auditing of college suppliers and other sub-contractors. Be an accountable member of the Ofsted super-group. Project, New Business Development Support & Financial Management Support Sales team, Bids and Tendering and the Business Development Manager in bidding activity by producing information and written proposals as required. Attend relevant Project Boards/Meeting to advise and consult on relevant considerations to be taken into account. Deliver specific project plans to support SMO programmes. Support proposal writing on behalf of NTAR channel delivery for external clients to secure new business. Participate and plan budgetary requirements. People Management Demonstrate competence and development in all of the Siemens Management Standards and Siemens Leadership capabilities. Place Employee Safety and Wellbeing at the forefront of your team management activities, and ensure your awareness and competence in employee welfare tools (such as Mental Health First Aiders, EAP, Occupational Health etc) Develop a high-performance culture with strong employee engagement using the Siemens People Management policies and tools, including but limited too: Continuous Dialogue, target/objective setting, appraisal and development plan, Succession planning, Recognition through available scheme or ad hoc approach etc. Enable the growth and development of individuals, championing your employee’s development and enabling them to develop using the “Own your Career” strategy. Ensure Employee Administration activities are completed in a timely manner (i.e., Updating Role Profiles, SOM Charts, Completing Expenses, Grade Movements, Role requisitions raised etc as applicable within your role) Ensure good engagement by owning your Induction and Onboarding of employees, along with medicals where relevant Qualifications, Experience & Technical Know-How Essential: Understanding and Knowledge of Apprenticeship Standards Knowledge of the Ofsted Education Inspection Framework Experience of delivering Apprenticeship schemes to external customers Deep knowledge of awarding body requirements, learner management systems Experience in an industry with high levels of regulation and compliance People Management experience Understanding of vocational programmes Interpersonal skills to liaise with customers at all levels Strong supplier network and relationships with potential external customers Degree level qualified with additional experience in a vocational learning discipline Working knowledge of ESFA funding rules and ILR submissions processes Excellent Organisational Skills Able to motivate and relate to young persons in education Have aptitude in problem solving Preferred: Previous relevant role in an engineering function of a rail organisation CIPD Training and Development qualification or equivalent experience Effective negotiating and influencing skills Attention to detail This role will be subject to an enhanced DBS Check.
